Eligibility of Bidders:   The Consultant shall have the following qualifications, experience and attributes:

 Hold a University degree with post-graduate training (at least Masters Level) in any of following disciplines or equivalent: Economics, Management, Statistics, Education or Business Administration, or any other relevant subject;
 Experience in conducting graduate tracer surveys, analysis of the findings and preparing reports of the surveys undertaken will be key in the assessment of the suitability of the consultant, to this end candidates should provide copies of previous studies undertaken or managed;
 Experience working in both a University setting as well as the private sector.
 Experience working in African countries.
 Proficiency in English or French. Knowledge of both languages will be an added advantage

INTERNATIONAL CONSULTANT TO CONDUCT AN EMPLOYER AND GRADUATE SURVEY FOR THE NATIONAL UNIVERSITY OF RWANDA

REQUEST FOR EXPRESSIONS OF INTEREST (RE-ADVERTISMENT)

1. BACKGROUND

1.1 The Government of Rwanda has received a Credit from the World Bank towards the cost of PUBLIC SECTOR CAPACITY BUILDING PROJECT (PROJECT ID: P066386; CREDIT No: 3955-RW) which is coordinated by HUMAN RESOURCES AND INSTITUTIONAL CAPACITY DEVELOPMENT AGENCY (HIDA) and intends to apply a portion of the proceeds of this Credit to eligible payments under the Contract for an INTERNATIONAL CONSULTANT TO EMPLOYER AND GRADUATE SURVEY FOR THE NATIONAL UNIVERSITY OF RWANDA (NUR).

1.2 NUR, which is one beneficiaries of the Project, is now in the process of transforming its operations so that it can provide relevant knowledge and skills for Rwanda’s development agenda towards realization of the objectives enshrined in the National Vision 2020 and EDPRS. This process will involve strengthening its strategic and operational capacities in terms of policy formulation and curriculum development.

1.3 In this context, therefore, one of the identified strategic actions to be undertaken to achieve NUR’s objective is to conduct an Employer and Graduate Survey. Surveys will be conducted in key public and private institutions in order to ascertain the quality and relevance of NUR outputs in the labour market of Rwanda. This exercise is envisaged to reinforce NUR’s ambition to supply demand-driven knowledge and skills. This survey is expected to evaluate the relevance of the training delivered as well as identify existing gaps by actually tracing cohorts of the former graduates and surveying their employers in an effort to: (i) determine the graduates job placements, (ii) what the employers feel about their skill set, job performance and level of competence. A comparison will be made with graduates from similar institutions in Rwanda or elsewhere in the region.

2. OBJECTIVE OF THE ASSIGNMENT

2.1 The Objective of this assignment is to conduct an Employer and Graduate Survey through contacting cohorts of former students of NUR and surveying their employers in key public and private institutions in order to determine the quality and relevance of the education offered as well as identify gaps in training offered to NUR students in order to ascertain the value and significance of NUR outputs in the labour market of Rwanda.




3. SCOPE OF SERVICES

The Consultant’s scope of work shall include, but is not limited to the following activities:

3.1. Review the present job status of the graduates and the extent to which their university training is adequate for the demands of the employer;
3.2. Develop a methodology aimed at gathering information from both former students and employers for obtaining information on, though not limited to;

(i) Socio-demographic data of targeted graduates, including but not limited to data on age, gender, previous employment experience, and qualifications as well as information regarding the education levels, geographic location and employment status of graduates parents,
(ii) Graduates course of study at the university,
(iii) Graduates transition from university to employment
(iv) Graduates current employment status.
(v) Any further training/education undertaken by Graduates since graduation.
(vi) Employers impression on the quality and scope of targeted NUR graduates training.
(vii) Extent of Employers existing associations to individual faculties and NUR in general.

3.3. Conduct the field work (physical administering of the tracer study instruments) to
targeted cohorts of graduates and their employers at current employment locations. The
consultant is expected to work with 3 staff to conduct the field work and that
he/she is expected to manage that team.

3.4. Conduct a comprehensive data analysis of the collected responses.
3.5. Present a draft report to stakeholders for review and validation workshop.
3.6. Produce the final report of the Employer and Graduate Survey.

5. SUBMISSION AND SELECTION PROCEDURES

5.1 Expressions of interest addressed to the Rector of National University of Rwanda should be sent no later than the October 16, 2008.
