Request for Expressions of Interest for Consultancy Services
(Consultancy Services to Provide Training to Tax Administration Directorate in IFRS Applicable to Banking Sector)

The Government of Mozambique has received financial assistance from the African Development Bank, World Bank and other donors for funding the Financial Sector Technical Assistance Project (FSTAP) in the Country. The overall objective of the FSTAP is to improve the soundness and efficiency of the financial sector, so as to strengthen its contribution to economic growth and poverty reduction in Mozambique. The project intends to develop the institutional capacity of the financial sector through the funding of activities that aims to: (a) strengthen the regulatory and supervision framework for banking and non-banking financial institutions, including the insurance and pension sectors; (b) strengthen the social security coverage and management; (c) develop an efficient and effective national payment system; (d) improve the legal and judicial environment for loan provision operations; and (e) extend the financial services, especially to rural areas through the improvement of micro finance companies’ operations. Part of the funds are to be used to support consultancy services to provide training to the Tax Administration Directorate (DGI) in IFRS applicable to Banking Sector.

The consultancy will include, but not limited to: (i) Conduct assessment to identify specific training needs in IFRS applicable to banking sector in the context of fiscal regulator; (ii) Design and implement a training programme for DGI in matters of IFRS applicable to banking sector, and (iii) Make recommendations on applicable “fiscal filters”.

For this consultancy the Project implementation Unit (PIU) intends to hire a consultancy firm or consortium with relevant and proved experience to demonstrate (i) experience in the use and application of IFRS applicable to banking sector, (ii) Comprehensive knowledge of laws and regulations affecting the financial sector in Mozambique, including tax and financial reporting laws and regulations, (iii) A strong background in the delivery of accounting training services to banking sector in IFRS environment, and (vi) Experience in developing countries.

The FSTAP Project Implementation Unit (PIU) now invites qualified consultants to express their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms may associate with other firms to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Expressions of interest must be delivered to the address below by October 15, 2008.
