The Department of National Defense, through the DND-Proper Bids and Awards Committee, invites potential Bidders to apply for eligibility and to bid for the following services:

Name of Project : Consultancy Services

Brief Description : Architectural and Engineering Services for the Infrastructure
Projects of the Department of National Defense (DND)

Approved Budget for the Contract: Php 2,254,000.00

Estimated Contract Duration : 180 Calendar Days

Cost of Bidding Documents : Php 2,500.00

To be eligible to bid for this contract, a contractor must submit a Letter of Intent (LOI) and must meet the requirements as stated in the eligibility documents which is available and may be procured from the DND-Proper BAC Secretariat.

The DND-Proper BAC shall make use of the following criteria and rating system for short listing of consultants: (a) Qualification of Personnel (50%); (b) Applicable Experience (30%); and (c) Current Workload (20%). From among the prospective consultants who submitted LOIs and passed the eligibility screening, only five (5) consultants shall be shortlisted based on the prescribed criteria. The DND-Proper BAC shall likewise make use the quality-cost based evaluation procedure in the selection of consultants, with the following weights: (a) Technical Proposal (60%) and Financial Proposal (40%).

The DND-Proper BAC Secretariat will issue hard copies of LOI Forms at 2nd Floor, Room 203, DND Building, Office of the Assistant Secretary for Acquisition, Installations and Logistics, Camp General Emilio Aguinaldo, Quezon City, Tel No. 9116423 or Tel-fax: 911-6244, upon payment of non-refundable amount of Php500.00.

The DND-Proper BAC Secretariat will also issue hard copies of Bidding Documents (BDs) at the same address to eligible bidders upon payment of a non-refundable amount as stated in Paragraph I above.

The eligibility Check/Screening as well as the highest rated calculated bid shall be conducted. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bid Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of RA 9184 and its Implementing Rules and Regulations Part-A (IRR-A).
