General Procurement Notice

The Government of Cambodia has received a loan from the International
Development Association in the amount of USD 25,000,000 equivalent
toward the cost of the Health Sector Support Project, and it intends
to apply the proceeds of this loan to payments for goods, works,
related services and consulting services to be procured under this
project. Bidding for contracts financed by the International
Development Association will be governed by the procurement rules of
the World Bank.

The project would support the Cambodia's sector reform process by
strengthening the sector's capacity to manage resources efficiently,
by increasing the performance and improving quality of health services
and, ultimately, impact on the health status. A major objective of the
project would be equity in the provision of health services. By
improving the accessibility to health services, by focusing on service
affordability and by raising the low-income groups' demand for such
services, the project would increase the use of services by the poor.
Also, during project implementation the utilization rates of various
income groups would be monitored. Notwithstanding the sector-wide
character of the GOKC program for the health sector, the project will
support with priority the following issues:(a) Health sector reform
and capacity building (especially by addressing issues in areas such
as health financing, donor coordination, priority setting and
allocative efficiency, planning, financial management and by
supporting other activities conducive to efficiency gains, including
the decentralization process and the strengthening of provincial and
Operational Districts (OD) health administrations);(b) Longer term
activities requiring a coordinated approach e.g., infrastructure
development, equipping, and human resource development; and(c)
Specific interventions, relevant to the situation in Cambodia and to
which the Bank is committed, pertaining to (i) poverty alleviation
(development of quality affordable services for the poor and of
different arrangements to protect the use of services by the poor,
women and children) and (ii) the reduction of major public health
problems (such as infectious diseases in general and EPI, but also
HIV/AIDS, TB, malaria and nutrition).Other activities, consistent with
the sector policy, could also receive funding from the credit with the
opportunity of annual planning exercises (such activities, if found
important, would be supported from the unallocated part of the
credit).

The project will include the following goods, works and services:

- procurement of civil works for the construction and
rehabilitation of hospitals and health centers (Works for complete
or part construction and civil engineering work)
- medical and clinical equipment (Medical devices)
- medical supplies (Pharmaceutical and medical chemical products)
- drugs (Drugs)
- office equipment (Office equipment)
- construction design and supervision (Construction supervision
services)
- contract management (Project management consultancy services)
- quality assurance (Quality-control services)
- contracting for district hospitals (Business and management
consultancy services)
- TB program support (Technical assistance services)
- capacity building of the Ministry of Health and project
implementation (Project-management services)

Procurement of contracts financed by the loan will be conducted
through the procedures specified in Procurement under IBRD Loans and
IDA Credits[1] of the World Bank, and is open to all bidders from
eligible source countries as defined in the guidelines. Consulting
services will be selected in accordance with Selection and Employment
of Consultants by World Bank Borrowers[2] of the World Bank.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market, and
Cambodia Daily and Reaksmey Kampuchea (local newspapers).
