RURAL DISTRIBUTION PROJECT

SUPPLY OF EQUIPMENT AND MATERIALS FOR THE 110KV CHO ROC – CAT BA TRANSMISSION LINE

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business, Issue 727 dated May 31, 2008
2. The Socialist Republic of Vietnam has applied for a credit from the International Development Association toward the cost of Rural Distribution Project (RDP) and it intends to apply part of the proceeds of this credit to payments under the contracts for supply of equipment and materials for the 110kV CHO ROC – CAT BA Transmission line.
3. The Hai Phong Power Company Limited of Vietnam Electricity now invites sealed bids from eligible and qualified bidders for following packages:

1 Package HPPC-CRCB-ICBG-01 Conductors
2 Package HPPC-CRCB-ICBG-02 OPGW Cables and Accessories
3 Package HPPC-CRCB-ICBG-03 Steel Towers

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Hai Phong Power Company Limited and inspect the bidding documents at the address given below from October 10, 2008 during working time (8:00 to 16:00 Hai Phong time every working day).
6. Qualifications requirements include: Reference GCC 13.1 in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee as follows:
• Package HPPC-CRCB-ICBG-01: Three millions Vietnam Dong (VND3,000,000) or USD200 (two hundred United State Dollars)
• Package HPPC-CRCB-ICBG-02: Three million Vietnam Dongs (VND3,000,000) or 200USD (two hundred United State Dollars)
• Package HPPC-CRCB-ICBG-03: Three millions Vietnam Dong (VND3,000,000) or USD200 (two hundred United State Dollars)
The document may be sent by courier, if required, upon payment of the said amount for the bidding documents plus express courier fee of USD 30 aboard or VND 500,000 locally to the account of Hai Phong Power Company Limited:

• Package HPPC-CRCB-ICBG-02: Sixty millions Vietnam Dong (VND60,000,000) or an equivalent amount in a freely convertible currency
• Package HPPC-CRCB-ICBG-03: Six hundreds millions Vietnam Dong (VND 600,000,000) or an equivalent amount in a freely convertible currency
