VIETNAM

ICT Development Project, GSO Modernization Subproject

Supply, installation, integration, training, technical support and implementation of an integrated ICT solution and hardware platform for the General Statistics Office

(GSO 6-1B) Supply and Installation of Data Collection
and Processing Solution for GSO


The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of Vietnam Information and Communication Technology (ICT) Development Project, and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this Package GSO6-1b: Supply and Installation of Data Collection and Processing Solution for GSO.

The General Statistics Office (GSO) serves as the implementing agency for the GSO sub-project and now invites sealed bids from eligible Bidders for the supply, installation, integration, training, technical support and implementation of an integrated ICT solution and hardware platform for GSO. This system is to be installed at GSO Headquarters (Hanoi) and at other 3 IT centers in Hanoi, Danang and Ho Chi Minh City. The main components for each site include a) E-Form solution; b) Form Scanning Process and Solution; c) Storage and Backup Solution; d) Local Area Network Solution; e) metadata solution to manage statistical surveys. The system is expected to be completed in under 6 months.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the minimum qualification criteria stated in the bidding documents.

Key qualifications criteria, inter alia, are that the Bidder shall (i) have been operational in information technology or related industry for at least 5 years; have experience in installation, implementation and roll-out of nation-wide, multi-level, multi-site COTS (Commercial Off The Shelf) software solution in the role of contractor or subcontractor for at least five (5) years; have successfully completed at least 03 contracts of similar nature and complexity in the last 5 years; propose the software package (or direct product line) being proposed must be in operation in at least 2 multi-level, multi-site organizations in the area with a deployment size comparable to that required for the GSO over the past five (5) years; must be financially stable with a cumulative gross revenue base of at least US$100 million over the last 3 years; have liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payment which may be made under the contract, of no less than US$2 million for the performance of this Contract. Each joint venture member or sub-contractor undertaking a significant portion of work under this contract (20% or greater of the estimated value of the contract) must have been operational in information technology or related industry for at least three (3) consecutive years; be financially stable, with net profit over the last three (3) years and cumulative gross revenue base of at least US$3 million in the last three (3) financial years; have satisfactorily and successfully participated in at least one (1) nation-wide, multi-level, multi-site projects in the installation and implementation roll-out support of a turn-key COTS software solution..


Interested eligible Bidders may obtain further information from General Statistics Office and inspect the bidding documents at the address given below from 08:00 to 11:00 and from 14:00 to 17:00, regular working weekdays.

A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of VND3,300,000 or US$200. The method of payment will be cash or direct deposit to Account number 160-10-37-000258-3 of the GSO PIU open with the (Bank for Investment and Development of Vietnam (BIDV) – Transaction Center III), 519 Kim Ma, Ba Đình District, , Hanoi The document may be directly collected at the address given below or sent by courier upon specific written request and payment of an additional non-refundable amount for US$50 for overseas delivery costs or VND300,000 for local delivery costs by the bidder. GSO will not be responsible for any loss or late receipt of bidding documents.

A pre-bid meeting which potential bidders may attend will be held on 21 October, 2008
Bids must be delivered to the address below at or before 15.30 pm, 24 November, 2008. All bids must be accompanied by a bid security of not less than USD120,000 or an equivalent amount in the local currency or a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below immediately after the submission deadline.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
