Strategic Plan for the Sustainability of First Nations Technical Institute (FNTI)

The Department of Indian Affairs and Northern Development (DIAND) supports the First Nation vision “Indian Control of Indian Education,” and through partnerships with Ontario First Nations, DIAND works to implement the federal funding policies and management frameworks to achieve that vision. The Ontario Ministry of Training, Colleges and Universities provides funding thorough the Aboriginal Education and Training Strategy and through the Special Purpose Grants to support similar initiatives in aboriginal education.

FNTI is a First Nations owned and controlled post-secondary institute which was created in 1985 through partnerships between the Mohawks of the Bay of Quinte Council, FNTI Board of Directors, the Department of Indian Affairs and Northern Development, and the Ontario Ministry of Training, Colleges and Universities, to provide post-secondary programs for Aboriginal people. FNTI is federally incorporated, as a non-profit, charitable corporation and is governed by a volunteer Board of Directors.

FNTI offers 15 post-secondary programs, through accreditation agreements with provincially recognized colleges and universities, for approximately 350 students per year. FNTI programs are primarily delivered off-campus throughout Ontario, including on-reserve, and in rural and urban centres.

The Department of Indian Affairs and Northern Development, in partnership with FNTI and the Ontario Ministry of Training, Colleges and Universities, requires the services of a qualified consultant, with experience working in the education sector, to complete a strategic plan which will ensure the long-term sustainability of FNTI.


Through this Request for Proposals (RFP) process, the Department of Indian Affairs and Northern Development, in partnership with FNTI and the Ontario Ministry of Training, Colleges and Universities, is seeking to acquire the services of a qualified consultant, with experience working in the education sector, to complete a strategic plan which will ensure the long-term sustainability of FNTI. Specifically, the following objectives are expected to be achieved:

1. advice on a sustainability path for FNTI using 2007-2008 operations as a baseline;
2. identify existing and other potential sources of revenue to support the ongoing operation of FNTI; and
3. provide a clear, supportable, sustainability strategy which demonstrates alignment of operational undertakings with financial and fiscal realities.

In order to be considered for evaluation on the Point-Rated Criteria, Bidders MUST meet all of the following Mandatory Criteria:

M1. The Bidder MUST be a legal entity and provide both its full legal and operating name in its offer, MUST have been in business for a minimum of five (5) years, and MUST provide a corporate overview of the firm including, if applicable, a Web Site link for further corporate information. This overview MUST include the firm=s primary area(s) of business, which must include organizational strategic planning, number of years in business, key team members, number of employees and any other relevant information.

In the case of a contractual joint venture or partnership arrangement:

a) at least one of the parties to the partnership or joint venture MUST have been in business for a minimum of five (5) years, and MUST provide a corporate overview of the firm including, if applicable, a Web Site link for further corporate information. This overview MUST include the firm=s primary area(s) of business, which must include organizational strategic planning, number of years in business, key team members, number of employees and any other relevant information.

b) a copy of the partnership or joint venture partnership agreement signed by all parties to the partnership or joint venture MUST be provided.

M2. At the firm level, the Bidder MUST provide three (3) written Project Summaries for consulting work which they must have completed on behalf of post-secondary educational institutions or within the adult aboriginal education field in the past five (5) years. Each individual Project Summary MUST describe in detail, the services provided and MUST indicate the following:

a) client organization(s) to whom the services were provided;
b) project title(s) and dates/durations of the cited project(s);
c) dollar ($) value of each individual project cited (to the Bidder);
d) extent and role of the Bidder=s (Firm=s) overall involvement in the project;
e) number of Bidder=s resources involved in the project including the names of the resources utilized, their roles/responsibilities, level of effort/actual time spent; and,
f) the name, address and telephone number of the client project authority for whom consulting services were provided.

In the case of a partnership or joint venture arrangement, for each project cited, the project work MUST have been undertaken and completed in its entirety by one of the partners to the partnership or joint venture arrangement OR by all parties to the partnership or joint venture arrangement collectively. Work performed by parties external to the partnership or joint venture arrangement WILL NOT be considered.

M3. At the firm level, Bidders MUST include, within their proposal, a detailed curriculum vitae (CV) for each proposed resource. CV=s MUST include:

a) chronological work experience (indicated in years and/or months);
b) educational/academic credentials and professional designation attainments, i.e. consulting, accounting etc; and
c) a synopsis of the resources work experience(s) which highlights their expertise in relation to the service category/categories in Point-Rated Criterion R3 for which they are being proposed.


M4A. At the firm level, for each proposed resource, Bidders MUST:
i. provide the resources’ given, middle and surname; and
ii. identify the resource expertise level, for which the resource is being proposed.

M4B. Bidders MUST propose, at a minimum, one (1) resource for each of the “Resource Expertise Levels” (i.e. a minimum of one (1) Senior, one (1) Intermediate and one (1) Junior resource), plus one (1) alternate or back-up for each resource level who will replace the primary resource should they become unavailable due to reasons beyond the control of the Contractor or supplement the primary resource in instances where the primary team must be expanded.

Bidders that do not meet all of the Mandatory Criteria in this RFP will be given no further consideration.

Proposals meeting ALL mandatory requirements will be further evaluated on the basis of their Corporate overview, project summaries, experience of proposed resources, client references, proposal quality and cost using the evaluation factors and weighting indicators specified for each criterion.
