Note: Implementation of Marpol Annex VI Dedicated Fleet for Bunkering.

Pakistan State Oil Company Limited intends to hire services of reputable & experienced Cartage contractors having fleet of tank trucks for transportation of Furnace Oil (FO) from Keamari, Karachi & Zulfiqarabad Oil Terminal (ZOT) to East & West Wharf Keamari & Port Bin Qasim, on Per MT Basis.
Requirements are as follows:
(1) Tank Truck required for the following volumes:
Furnace Oil:
• Estimated monthly sale of 6,000 MTs (6,400.000 Litres).
• All tank trucks at least of 40,000 litres with one tank truck of 25,000 & one 15,000 litres.
Note: Normally supplies are made daily. However, there can be a day when there is no supply & it is also possible that 3 to 4 orders are to be executed in a day with combine volume of 1,000 plus MTs at Karachi Port & Port Qasim simultaneously.
(2) The tank trucks storage tank should be inter-linked having common manifold for decantation (To facilitate product sampling).
(3) The tank truck model should be 05 years old.
(4) The tank trucks must be equipped with PSO HSE requirements including:
(a) 2 Fire extinguishers, DCP type of at least 9 kg with pressure gauge.
(b) Earthing / Bonding Points.
(c) Battery Cover and Battery Terminal Boots.
(d) Flame Arrestor.
(e) Master Battery Disconnect Switch.
(f) Proper Sealing Arrangement.
(g) All Electrical Wiring should run through metallic conduits with flame proof/ vapor proof junction boxes.
(h) Reverse gear alarm system.
(5) Tank truck fleet should comply with ADR standards.
(6) The tank load should not exceed Gross Vehicle Weight (GVW).
(7) ISO-9001/ 2000 certified companies would be preferred (if any).
(6) The tank trucks will exclusively be used for bunkering and as such the tank trucks should comply with dedicated fleet requirements, which means that the tank trucks shall not be used for transportation of other products except for bunkering by PSO.
(9) The contractor should be experienced and trained professionals in tank truck fleet operations/ management & should have at least 5 years experience in transportation of petroleum products with experienced drivers possessing valid driving license for the last 5 years. The contractor should not be in default with any financial institution/ company.
(10) The firm must have registration with tax authorities (Should possess NTN certificate).
(11) Cartage Contractors already enlisted with PSO, meeting the above criteria, are also encouraged to apply.
(12) Interested transport contractors are required to get the tender form from the following address up to 10th of October 2008 during 0900 to 1600 hours and submit this form up to 24th October 2008 along with earnest money of Rupees 100,000 (One Lac) refundable in the shape of PO / DD in favor of Pakistan State Oil Co. Ltd.
(13) Bid should be submitted in the sealed envelop & marked as Tender for dedicated Tank Lorry fleet for bunkering supply has to be dropped in Box # 4 placed at ground floor of PSO House.
(14) The contract shall be valid for 2 years.
