OFA/MFIN RFP for the Provision of Fiscal Agency Services for the Ontario Savings Bonds Program

This Request for Proposals ("RFP") is an invitation to prospective Respondents to submit Proposals for the provision of Fiscal Agency Services for the Ontario Savings Bonds Program, as further described in Part 2 - The Deliverables (the “Deliverables"). This RFP is issued by Her Majesty the Queen in right of Ontario as represented by the

Minister of Finance (the “Ministry").

The term of the Agreement is to be for a period of one year with the option to extend the agreement for up to an additional four (4) years, in one (1) year increments. It is anticipated that the Agreement will be executed on or around November 2008.

The Ontario Savings Bonds Program was launched in 1995 to give the residents of Ontario an opportunity to invest in their Province. The Province of Ontario offers three (3) savings options at competitive rates. Ontario Savings Bonds can be purchased through Sales Agents during the Selling Period.

An OSB Selling Period normally runs for the first three weeks in June, ending on June 21st. The decision to launch an OSB campaign is made annually and the terms under which OSBs are sold is decided annually by the Government of Ontario. Therefore, any award of a contract under this RFP is conditional on that decision being made.

The following is the schedule for this RFP:

• Issue Date of RFP September 25th, 2008
• Respondent's Deadline for Questions 14:00:00on October 2nd, 2008
• Deadline for Issuing Addenda 14:00:00 on October 6th, 2008
• Proposal Submission Deadline 11:00:00 a.m. (Toronto time) on October 14th, 2008

Period for Which Proposals are Irrevocable after Proposal Submission Deadline 120 days The timetable above is tentative only and may be subject to change.

A Proponent who has not obtained this Proposal through MERX will have its Proposal disqualified unless a third party has requested this Proposal from MERX on that Supplier’s behalf and that Proponent has identified the third party on the Label of its proposal. If a Proponent who has obtained this Proposal from a third party, fails to identify that third party in this manner, that Proponent’s Proposal will be disqualified.

Proponent’s who intend to respond to this procurement opportunity are requested not to cancel their receipt of addenda or amendments, since they must obtain through MERX all of the information documents that are issued through MERX.

In the event that a Proponent chooses to cancel the receipt of addenda or amendments, their subsequent Proposal submission may be rejected.
