Invitation to Proponents:

This Request for Proposals issued by Her Majesty the Queen in right of Ontario as represented by the Minister of Labour (“Ministry”) is an invitation to prospective proponents to submit proposals for the provision of Engineering Services to the Construction, Industrial and Mining sectors of the Ministry of Labour.

Type of Contract For Deliverables:

This Agreement will be a Vendor of Record (VOR) Arrangement. The selected proponents will be required to enter into a Master Agreement with the Ministry for the provision of the Deliverables in the form set out in Appendix A - Master Agreement attached with the RFP. It is the Ministry’s intention to enter into the Form of Agreement attached as Appendix A to this RFP for each Service. Proponents may bid on any one (1) or more of the Services.

Background:

The Ministry of Labour’s occupational health and safety mandate is to set, communicate and enforce occupational health and safety standards for Ontario workplaces.

The Ministry requires the Services listed under Appendix F – Proponent’s Area of Expertise and the Deliverables outlined under Part 2- The Deliverables to help enforce regulations under the Occupational Health and Safety Act and, in particular, the regulations respecting the Construction, Industrial and Mining sectors.

Under the direction of the Ministry designated representatives or engineers, the Ministry will require consulting services, in the areas of Health and Safety Engineering.

Objective of the RFP:

The objective of this RFP is to pre-qualify a number of Vendors in their specific area of technical expertise to provide engineering services in the specified area in the following sectors (construction, industrial and mining). Proponents have the option of bidding on one or more of the Services described under the sectors.

The scope and duration of assignments will be determined by the Ministry’s designated representatives or the Ministry’s engineers. The Service Level Agreement will be assignment-specific and will detail the scope of the assignment, the deliverables, and the anticipated timeframe.

Description of Services:
1. Performing analysis, evaluating and advising on the engineering
aspects of the Occupational Health and Safety Act and associated
regulations;

2. Conducting investigations into primary cause of incidents;

3. Conducting workplace assessment including health and safety
hazard / risk assessments;

4. Providing professional engineering advice and interpreting other
engineering reports;

5. Providing expert advice in identifying and controlling health and safety
hazards associated with process, structures, equipment, machines,
devices or protective elements.
