Council is seeking to establish a framework of providers to deliver
housing related floating support services to a range of users.
Social work and related services. Guidance services. Welfare services not
delivered through residential institutions.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The agreement relates to the provision
of housing related support services to people who need them under the
central funding programme known as Supporting People. Contracts will be
for a period of 24 months in duration. Contracts under the framework
agreement may extend beyond the period of the framework agreement itself,
depending on the service need. The Council intends that an initial
contract be called off under this framework for a period of 2 years
commencing approximately 1.4.2009. Your tender must be completed and
submitted electronically by using Vault through BiPs Delta-ets by the due
date of 10.11.2008 (12:00) noon. The information and documents for this
tender will be accessible at the following website www.delta-ets.com. To
be able to access these documents you will firstly need to register your
company details and enter the following Tender Access Code (TAC) 04T468924
at the bottom of the registration page, thereafter you will be issued with
a USERNAME and PASSWORD. If you have already registered with Delta

1) SHORT DESCRIPTION: This is a service aimed at providing floating
support services to a generic client group and homeless families. Social
work and related services. Social work services without accommodation.
Guidance services. Welfare services not delivered through residential
institutions.

LOT NO 2
TITLE: UK-Leicester: floating support service for people with mental
health problems (minimum number =18 units)
1) SHORT DESCRIPTION: This is a service aimed at enabling people with
mental health problems to maintain their independence, retain choice in
their lives; feel safe, secure and valued in their community; developing
confidence in managing the practicalities of life minimising the reduction
in independence to the individual. Social work and related services.
Social work services without accommodation. Guidance services. Welfare
services not delivered through residential institutions.

LOT NO 3
TITLE: UK-Leicester: floating support service to people with hiv/aids -
citywide (minimum number =17 units)
1) SHORT DESCRIPTION: This is a service aimed at enabling people with
HIV/AIDS to maintain their independence, retain choice in their lives;
feel safe, secure and valued in their community; developing confidence in
managing the practicalities of life minimising the reduction in
independence to the individual. Social work and related services. Social
work services without accommodation. Guidance services. Welfare services
not delivered through residential institutions.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT

(g) is guilty of serious misrepresentation in supplying the information
required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal
organisation, as defined in Article 2(1) of Council Joint Action
98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in
Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council
Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of
the use of the financial system for the purpose of money laundering.
