SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Supply of Livery, Uniform , Signage and miscellaneous branding products.

II.1.5) Short description of the contract or purchase(s): Cheshire is
being reorganised ainto two unitary authorities East Cheshire and Cheshire
West and Chester. Each authority will be changing its branding to identify
the new authorities which commence on 1.4.2009.
The main requirement will be for signage, vehicle livery and uniforms.

Description of these options: The Contract may be awarded on the basis of
36 months with the option to extend to 48 months as the goods are phased
in.

TITLE: vehicle livery
1) SHORT DESCRIPTION: Rmove current and supply and fit new vehicle livery
for each authority brand.

identified in the Tender documents.
LOT NO 3
TITLE: Unforms and badges
1) SHORT DESCRIPTION: This lot will include a number of different
uniforms and badges for staff providing local authority services.
2) COMMON PROCUREMENT VOCABULARY (CPV): 35113400, 39561130, 35123400.
3) QUANTITY OR SCOPE: These different services and types of uniforms
required will be identified in the Tender documentation.
LOT NO 1
TITLE: Signage
1) SHORT DESCRIPTION: Building signs - Remove current, supply and fit
both internal and external.
2) COMMON PROCUREMENT VOCABULARY (CPV): 34928470.
3) QUANTITY OR SCOPE: All local authority building across Cheshire.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: None.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be determined in
the ITT.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Jointly and Several.
III.1.4) Other particular conditions to which the performance of the
contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION

formalities necessary for evaluating if requirements are met: All
applicants will be require to complete a prequalification questionnaire .

check will be made through N2check.

complete a pre qualification questionaire.

IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: On 1st April 2009 Cheshire County Council
and its six districts will be reorganised into two separate new Unitary
Authorities - Cheshire West and Chester and Cheshire East. Therefore this
contract will be tendered on the basis that there are two available
options an East/ West split or that the contract will opertated on a
County Wide basis. The decision will be taken as part of the tender
analysis as the best available option for all concerned and discussed with
the successful tenderer.

VI.4) PROCEDURES FOR APPEAL
VI.4.1) Body responsible for appeal procedures: Royal Courts of Justice,
Strand, UK-London.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Cheshire County Council has incorporated a minimum 10
calendar day standstill period at the point information on which the award
of the contract was communicated to tenderers. This period allowed
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract was entered into. Applicants had 2 working
days from the notification of the award decision to request additional
debriefing and that information had to be provided a minimum of 3 working
days before the expiry of the standstill period. Such additional
information should be required from John Thistlewood. If an appeal
regarding the award of a contract has not been successfully resolved the
Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the Court may only award damages.
