SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Detailed Design and Manufacture of a Prototype Remote Powered Manipulator.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.

Main place of delivery: Dounreay Site.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The scope of
the contract involves the detailed design, manufacture and delivery of a
prototype remote powered manipulator appropriate for a nuclear licensed
site undergoing decommissioning.
The design will be based upon an output specification generated as part of
a strategic review currently being undertaken. The output specification
will focus on advanced manipulator technology that addresses the full
scope of all Dounreay site requirements for decommissioning and waste
handling. It will be coupled with basic design drawings for a modular,
re-configurable manipulator.
The output specification will utilise a common design, whilst focusing on
the following: Scalability; Manipulator Requirements (i.e. power
requirements, reach, payload, range of motion, size and tooling);
Actuation Strategy; Controls Strategy; Required End Tools (i.e. cutting,
decontamination, speciality); Remote Tool Changing; Interchangeable Parts;
Optimisation by re-use across Projects; Generic Operations, Procedures;
Platforms, Mounting and Utilities; Requirement for design verification:
calculation packages for each joint, including FEA results in areas of
high stress; Defined documentation requirements: Bill of Materials, Full
manufactured design drawings formatted in the Dounreay drawing
specification, including assembly explosions for each joint, flow
diagrams, circuit and power diagrams, full operating instructions, fully
detailed disassembly and repair manual, equipment recovery procedures in
the event of failure; Budget estimates for the manufacture and annual
maintenance and running costs; Defined testing requirements: proposed
design of experiments for recommended test matrix.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Please
provide brief details of any personnel with powers of representation,
decision or control, who have any unspent convictions relating to any of
the offences listed under regulations 23(1) of the Public Contracts
Regulations 2006 or the Public Contracts (Scotland) Regulations 2006.

audited accounts that cover the last two years of trading, or for the

be provided in respect of the organisation's ultimate parent company.

The relevant experience and the track record of the organisation in
designing and delivering engineering projects or works comprising
mechanical, electrical, control and instrumentation in the robotic
manipulator field as applied to a regulated site environment, e.g.
nuclear, defence, chemical, pharmaceutical or oil and gas.
Details of any recent projects, similar in nature, involving methods,
including contacts for references which may be taken up without further
reference to the applicant.
The educational and professional qualifications of the provider or
contractor and/or those of the undertaking's managerial staff and, in
particular, those of the person or persons responsible for providing the
services or managing the work.
DSRL may wish to inspect examples of similar equipment manufactured by the
Contractor as part of the pre-qualification process.
An indication of the proportion of the contract which the provider intends
to subcontract.

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) THIS IS A RECURRENT PROCUREMENT: No.
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.3) ADDITIONAL INFORMATION: Security - Tenderers should note that
aspects of this procurement will be subject to United Kingdom security
requirements. The procurement is therefore exempt from the EU Procurement
Directives and DSRL is not legally obliged to follow the process set out
in them. DSRL reserves the right voluntarily to conduct the procurement
process along the lines of the procedures of the Directives and subject to
any divergences from those procedures that appear to DSRL to be
appropriate in all circumstances. Only: organisations that are able to
comply with United Kingdom security requirements will be considered.
Documents - All documents must be in English or with an English
translation.
Payment - All documents to be priced in GBP and all payments will be made
in GBP.
Cost of Tendering - The Contracting Authority (DSRL) reserves the right
not to award a contract. The cost of tendering shall be the responsibility
of tenderers.
English Law - The contract shall be considered as a contract made in
England and shall be governed by, and construed in accordance with the
provisions of English Law.
Annul - DSRL reserve the right to annul the tendering process and not
award a contract.
Sub-Contract - DSRL work within strict safety guidelines and you will be
required to specify and justify any proposals to subcontract.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: DSRL will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before a contract
is entered into. Applicants have 2 working days from the notification of
the award decision to request additional debriefing and that information
has to be provided a minimum of 3 working days before the expiry of the
standstill period. Such additional information should be sought from the
contact named in this notice.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 no 5, which apply to
England, Wales and Northern Ireland, and the Public Contracts (Scotland)
Regulations 2006 no 1, which apply to Scotland, provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the sheriff court, the Court of Session,
(Scotland) or in England and Wales and Northern Ireland, the High Court.
Any such action must be brought promptly (generally within 3 months) Where
a contract has not been entered into the Court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into the Court may only
award damages.
