II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Supply and Installation of Pulse
enabled Gas Meters and Data Loggers and the Provision of Data Aggregation
and Data Collection Services on a lease basis or asset purchase basis. A
further option is included for the provision of an integrated data
interface in the form of a web browser for Royal Mail employees to access
all gas and power consumption data. The total number of sites involved is
in the region of 1900.
Estimated value excluding VAT:
Range: between 1 800 000,00 and 3 500 000,00 GBP.
II.2.2) Options: Yes.
Description of these options: Lot 1: Option to Purchase Meter and Logger
after 5 years. Lot 2: Option to purchase Meter and Logger after 10 years.
Lot 4: The provision of Data Collection, Data Aggregation and Management
Information Provision. Lot 5: The provision of an integrated data
interface, in the form of a web browser which will provide Royal Mail
users with all gas and power AMR and HH data.
Provisional timetable for recourse to these options: in months: 24 (from
the award of the contract).
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 120 (from the award of the contract).
INFORMATION ABOUT LOTS
LOT NO 1
TITLE: Lease of Pulse Enabled Gas Meter and Data Logger over 5 years
1) SHORT DESCRIPTION: Installation of Pulse Enabled Gas Meter and Data
Logger that Royal Mail Group will lease over a 5 year period. Contractor
will also provide MAM (Meter Asset Manager)services for duration of
contract.
2) COMMON PROCUREMENT VOCABULARY (CPV): 45333200, 50411200.
4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR
STARTING/COMPLETION: Duration in months: 60 (from the award of the
contract).
5) ADDITIONAL INFORMATION ABOUT LOTS: This lot shall also include a 60
month contract term for MAM services.
LOT NO 2
TITLE: Lease of Pulse Enabled Gas Meter and Data Logger over 10 years,
with the option to Purchase after 10 years
1) SHORT DESCRIPTION: Installation of Pulse Enabled Gas Meter and Data
Logger that Royal Mail Group will lease over a 10 year period. Contractor
will also provide MAM (Meter Asset Manager)services for duration of
contract.
2) COMMON PROCUREMENT VOCABULARY (CPV): 45333200, 50411200.
4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR
STARTING/COMPLETION: Duration in months: 120 (from the award of the

month contract term for MAM services.
LOT NO 3
TITLE: Sale and Installation of Pulse Enabled Gas Meters and Data Loggers
to Royal Mail
1) SHORT DESCRIPTION: Supply and Installation of Pulse Enabled Gas Meters
and Data loggers (outright purchase)Contractor will also provide MAM
(Meter Asset Manager)services for duration of contract.

where possible.

the form of a web browser which will provide Royal Mail users with all gas
and power AMR and HH data.

5) ADDITIONAL INFORMATION ABOUT LOTS: Re Section 4 above, this lot will
be let for 3 years, with the options to extend for a further 2 years in 12
monthly increments.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: A performance bond or parent
company guarantee may be required depending upon the organisation's
financial stability.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment 45 days
after receipt by Royal Mail of fully complete invoice.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: If you are proposing to use a
consortium please provide the following details: how long have the
companies worked together in the specific roles and manner indicated;
details of other contracts where these arrangements are in place; and the
proportionate service provision mix. Please confirm whether the consortium
would be prepared to form a legal entity before entering into a contract.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Please

registration, incorporation or establishment and registration number. 4)

partnership or public/private limited company). 6) Please provide full
details of relationship with any parent, holding, subsidiary company etc.
7) Who is the primary contact for your organisation (please provide name,
position, address, telephone number, fax number, email address). 8) Please
provide a statement that your organisation (or any member where part of a
Consortium) have not been convicted of any of the offences listed in
paragraph 1 of Regulation 23; and do not fulfil any of the grounds for
ineligibility set out in paragraph 4 of Regulation 23, of The Public
Contracts Regulations 2006. If you are unable to make such a statement,
full details must be provided explaining the reasons for this
non-compliance. Failure to comply fully with this requirement may result
in you being declared ineligible to proceed further. 9) Please give
details of any material actions taken by any regulator in respect of your
organisation (or member if part of a consortium) in the last 7 years in
relation to any regulatory regime, the outcome of the actions and actions
taken to limit their recurrence in the future. Please give details of any
foreseeable regulatory action in respect of your organisation (or member
if part of a Consortium)) which may be material in relation to any
regulatory regime and include any details of special or restrictive terms
applied to any licence or statutory /regulatory permission held by your
organisation.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Statement of Turnover
Statement of Turnover in respect of the services to be provided under this
contract. Annual report and accounts for the last 3 years.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Evidence of capability to provide data
aggretion services and meter installations; evidence of services provided
over the past three years. Evidence of Health and Safety Accreditations
held i.e CHAS.
Minimum level(s) of standards possibly required: The contractor must have
National Grid MPU contract Status (applicable to lot's 1-3). The
Contractor should be OfGEM registered as a Meter Asset Manager (MAM)
(applicable to lots 1-3). Evidence of previous contracts concerning
multiple sites of at least 50 locations.
III.2.4) Reserved contracts: No.
SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged number of operators 12
Objective criteria for choosing the limited number of candidates: Royal
Mail will determine a limited number of candidates from those that qualify
by complying with with the minimum level of standards required in section
3. Candidates expertise and experience in providing similar metering data
collection services and meter installations will be evaluated, and those
candidates scoring most highly will be selected.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

VI.1) THIS IS A RECURRENT PROCUREMENT: No.
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.3) ADDITIONAL INFORMATION: The ITT will be made available
electronically. Full instructions will be provided to all qualified
participants at the ITT stage. Lots 1,2 and 3 cover provision of the Gas
Meters and Data Loggers. Based on tenders received, Royal Mail will decide
whether a purchase, 5 year lease or 10 year lease is the most economically
advantageous. Lot 5 will be for the provision of an integrated data
interface, in the form of a web browser which will provide Royal Mail
users with all gas and power AMR and HH data.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: In accordance with regulation 32 (information about
contract award procedures and the application of the standstill period
