Assignment Description
The Water and Sanitation Program-South Asia (WSP-SA) is seeking to engage eligible consultants (advertising/creative/communication-marketing agencies) to design state-of-the art behavior change communications concepts and materials to accelerate demand for safe sanitation products and services in rural areas of Himachal Pradesh.
Background:
The Water and Sanitation Program (WSP) is an international partnership administered by the World Bank to help the poor gain sustained access to water supply and sanitation services. Additional information about WSP can be found at www.wsp.org. WSP is supporting the State Government of Himachal Pradesh in implementing the Total Sanitation Campaign, a national program to increase access to rural sanitation. Additional information on the Total Sanitation Campaign can be found at http://ddws.nic.in WSP support for Total Sanitation Campaign forms part of a global project called “Total Sanitation and Sanitation Marketing: New Approaches to Scale up Sanitation Demand and Supply Project”. The Total Sanitation and Sanitation Marketing seeks to test innovative approaches to increase access by the rural poor to sanitation at scale. The three pillars of Total Sanitation and Sanitation Marketing support to the State Government to achieve Total Sanitation Campaign outcomes are strengthening supply of improved sanitation products and services along with triggering demand for sanitation at the community-level and strengthening the enabling environment.
Purpose and Scope of the Assignment
The purpose of this assignment is to develop communication and promotion concepts and products to stimulate demand creation for safe sanitation in rural areas. The firm will be expected to base these on the key positioning platforms that have been established from the sector studies in Himachal Pradesh. The firm will develop and pre-test an umbrella slogan and a symbol/mascot for the winning concept which would reflect the desired positioning of the behavior (end open defecation and adopt community-wide safe sanitation). In addition, the firm will design and pre-test mass media products in the target area and supporting promotional materials that can be used by partner implementing agencies as well retailers and masons. The assignment will include development of modules or menus of promotional plans around the chosen strategies which the partner implementation agencies can select from based on their local market diagnostics. The firm will also be expected to develop guidance materials to support partners in planning and implementation of the communications program.
Qualifications
WSP-SA now invites eligible firms to indicate their interest in providing the above-mentioned services. Interested firms must have experience in designing promotional/communications for rural development/health related products and services. They should provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, particularly in Himachal Pradesh and India, availability of appropriate skills among staff, etc).
Selection Procedures
Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). The selection for this assignment will be based on the World Bank procedure for selection of firms/individuals - Quality and Cost Based Selection (QCBS). Interested consultants must deliver their Expression of interest through wbgeconsultant.
Funding Source:
The World Bank intends to finance the assignment/services described below under a trust fund from the EWDSA/GATES SANITATION/INDIA/CONSULTANTS.

Submission Requirements: The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
