Eligibility of Bidders:   Qualifications requirements include among others, the following:
a) Bidders must submit copies of certified bank statement covering the period of 12 months ending one month before deadline for the submission of bids, and submit a requirement of annual turnover with an average of US$ 1.0 million over the last three years for each Lot or experience of having completed at least two contracts of a value of at least US$ 300,000 each for supply and installation of similar ICT system within the last three years
b) Bidders must provide audited financial reports of the last three years
c) The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
i). the bidder or his authorized local agent shall have at least 3 (three) years of experience in the supply of Hardware, Software and Solution for the Establishment of Disaster Recovery Centre and the Establishment of Intranet Portal and Messaging System together with adequate and proven after sale Technical Support facilities in Tanzania.
ii). If at the time of bidding, the Bidder does not have adequate and proven after sale Technical support, then the Bidder shall submit his plans for setting up such facilities in Tanzania in the event of award of contract, and as to how he proposes to carryout testing and provide after sale technical support services until such facilities are set up in Tanzania by the Bidde

INVITATION FOR BIDS (IFB) -- FIRST STAGE

UNITED REPUBLIC OF TANZANIA
TANZANIA: TAX MODERNIZATION PROGRAM CREDIT No. 4190 – TA

INVITATION FOR BIDS FOR THE SUPPLY, INSTALLATION AND COMMISSIONING OF HARDWARE AND SOFTWARE FOR THE ESTABLISHMENT OF DISASTER RECOVERY CENTRE, TRA INTRANET PORTAL AND MESSAGING SYSTEM
1. This Invitation for Bids (IFB) follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 689 of 31st October 2006.
2. The United Republic of Tanzania has received funds from Development Partners toward the cost of Tax Modernization Program, and it intends to apply part of the proceeds of this fund to payments under the agreement(s) resulting from this IFB: contract for the Supply, Installation and Commissioning of Hardware and Software for establishment of Disaster Recovery Centre ‘’(Lot No. 1)’’ and contract for the Supply, Installation and Commissioning of Hardware and Software for establishment of TRA Intranet Portal and Messaging System ‘’(Lot No. 2)’’
3. The Tanzania Revenue Authority (TRA) now invites sealed bids from eligible and qualified bidders for the supply, installation and commissioning of Hardware and Software for establishment of Disaster Recovery Centre and Establishment of TRA Intranet Portal and messaging as follow:-
DESCRIPTION OF GOODS AND SERVICES
LOT 1. The supply, installation and commissioning of Hardware and Software for establishment of Disaster Recovery Centre
LOT 2. The supply, installation and commissioning of Hardware and Software for Establishment of TRA Intranet Portal and messaging

The above constitute of TWO LOTS and bidders may quote for one or two lots. Each lot will be evaluated separately. Bids not quoting all items and quantities in a specific lot will be considered non – responsive for the respective lot and rejected
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines that meet the following minimum qualification criteria:-

5. Interested eligible Bidders may obtain further information from Tanzania Revenue Authority Headquarters and inspect the bidding documents at the address given below from 8.0 am to 5pm
6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the to the Address (1) below and upon payment of a non – refundable fee of T. Shs. 50,000/- (Tanzania shillings fifty thousand only) or in US $ 50 (United States Dollars fifty only). The method of payment will be by banker’s cheque, banker’s draft or cash to Tanzania Revenue Authority. The bidding documents will be sent by airmail or courier for overseas delivery and surface mail or courier for local delivery. Tanzania Revenue Authority will not be held responsible and accountable for any delays or non-receipt of the bidding documents. Any authorized person may collect bidding documents from the Address given below.
7. A two-stage bidding process will be used which will proceed as follows:
(a) The first stage bid will CONSIST OF A TECHNICAL BID ONLY, WITHOUT ANY REFERENCE TO PRICES, BUT INCLUDING A LIST OF ANY DEVIATIONS TO THE TECHNICAL AND COMMERCIAL CONDITIONS SET FORTH IN THE BIDDING DOCUMENTS AND/OR ADDING ANY ALTERNATIVE TECHNICAL SOLUTIONS A BIDDER WISHES TO OFFER, and a justification there for, always provided that such deviations or alternative solutions do not change the essential requirements specified in the bidding documents. Following the evaluation of first stage bids, a Bidder that adequately meets the minimum acceptable qualification criteria and has submitted a sufficiently technically responsive bid may be invited to attend a clarification meeting(s), during which the Bidder’s bid will be reviewed. Any required bid-specific changes, additions, deletions and other adjustments will be noted and recorded in a memorandum, or, if amendments are of a general nature, will be promulgated via an addendum to the bidding documents. Bidders may not be invited to submit second stage bids, if their first stage bids contain departures from the requirements in such numbers or of such nature that making the bids fully responsive in the remaining time for the two-stage process cannot reasonably be expected. All other suitably qualified and eligible Bidders, however, shall receive invitations to submit second stage bids.
(b) The second stage bid will consist of: (i), the updated technical bid incorporating all changes required as recorded in the bidder-specific memorandum, and/or as necessary to reflect any Addenda to the bidding documents issued subsequent to the first bidding-stage; and (ii), the commercial bid.

8, First stage bids must must be delivered to the address below at or before 10.00 hours local time on Tuesday, November 11, 2008. Late bids will be rejected. First stage bids will be opened in the presence of the Bidders’ representatives who choose to attend at the TRA Boardroom located at the TRA Boardroom located at third floor TRA Headquarters at 10.00 hours local time on Tuesday, November 11, 2008
