Supply, Configure and Install a Comprehensive ICT Disaster Recovery Solution

IFB Number: URA/765/GDS/CSD/06-07

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no.: WB234-671/06 of January 31, 2006.

2. The Government of Uganda has received a credit from the International Development Association toward the cost of East Africa Trade and Transportation Facilitation Project (EATTFP), and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this IFB: Supply, Configure and Install an ICT Disaster Recovery Solution.

3. The Uganda Revenue Authority serves as one of the implementing agencies for the project and now invites sealed bids from eligible Bidders for Supplying, Configuring and Installation of an ICT Disaster Recovery Solution together with the related training and technical support.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines5 that meet the following minimum qualification criteria

a) During the past five (5) years, the Bidder must have completed one (1) successful contract involving the development, installation, and provision of technical support for Information Technology solutions of similar functional/technical characteristics and of a comparable scale.
b) An average annual turnover of at least USD 2,000,000 in the three years (2005, 2006, and 2007) evidenced by audited financial statements.
c) An average annual cash flow amount of US$ 300,000 in the last three (3) years evidenced by audited financial statements
d) Availability of local after sales service and spare parts for the proposed solution

5. Interested eligible Bidders may obtain further information from Uganda Revenue Authority and inspect the bidding documents at the address given below from 8.00am to 5.00pm (local time).

6. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Ug. shs.90,000 or US$ 50. The method of payment will be by cash paid to URA cash office. The document will be physically collected from URA. A pre-bid meeting which potential bidders may attend will be held on October 8, 2008.

7. Bids must be delivered to the address below at or before 10.00am on November 12, 2008 All bids must be accompanied by a bid security of not less than US$30,000. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 10.00am on November 12, 2008.

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
