Proiectul are ca scop dezvoltarea unui sistem informatic specific luptei antidrog, integrat in sistemul informatic integrat vamal (SIIV), pentru intarirea capacitatii operationale a Autoritatii Nationale a Vamilor in vederea cresterii eficientei in combaterea traficului ilicit cu droguri, precursori si pentru intensificarea cooperarii interinstitutionale in lupta impotriva acestui flagel pe baza optimizarii gestionarii informatiilor prin mijloace electronice.

Cuantumul garantiei de participare este de: 7.000 EURO. Garantie de buna executie: 10% din valoarea contractului fara TVA

1. Certificat constatator eliberat de Ministerul Justitiei - Oficiul Registrului Comertului sau echivalent;
2. Adresa de la Instanta Competenta / Curtea Districtuala / Agentie Guvernamentale unde îsi are sediul compania / sucursala sau echivalent;
3. Certificat de atestare fiscala eliberat de organul de administrare fiscala al unitatii administrativ teritoriale de pe raza careia societatea îsi are sediul social privind plata obligatiilor la bugetul de stat sau echivalent.
4. Certificat privind plata impozitelor si taxelor locale, valabil la data deschiderii ofertelor.
5. Certificat pentru plata CAS (pentru statele în care autoritatile fiscale nu colecteaza si CAS) valabil la data deschiderii ofertelor.
6. Cazier judiciar pentru administratorul/administratorii asa cum sunt mentionati in Certificatul Constatator care semneaza "declaratia privind eligibilitatea". În cazul în care declaratia mentionata este semnata de o persoana împuternicita se va prezenta cazierul judiciar pentru aceasta persoana precum si cel al administratorului/administratorilor care a/au împuternicit aceasta persoana
7. Cazier judiciar al companiei (pentru statele unde e aplicabil).
8. Declaratie privind neincadrarea in situatiile prevazute la art. 180 si 181 din OUG nr. 34/2006
Operatorul economic care se gaseste în oricare din situatiile prezentate în articolele 180 si 181 din OUG 34/2006 va fi exclus de la procedura.

1.Media cifrei anuale de afaceri a ofertantului (operator economic sau membrii grupului de operatori economici impreuna) pentru ultimii 3 ani (2005, 2006, 2007)
2.Media profitului net a ofertantului (operator economic sau membrii grupului de operatori economici impreuna) pentru ultimii 3 ani (2005, 2006, 2007)

1.trebuie sa fie cel putin de 350.000 euro. 2.trebuie sa fie pozitiva.
III.2.3) Technical capacity
Information and formalities for evaluating if requirements are met:
1. Ofertantul (operator economic sau membrii grupului de operatori economici impreuna) are specialisti in domeniile, respectiv:
a)managementul proiectelor de dezvoltare si implementare a sistemelor informatice;
b)administrarea bazelor de date Oracle;
c)optimizarea structurii bazelor de date;
d) organizarea si derularea instruirii utilizatorilor si administratorilor sistemelor IT.
2. Ofertantul (operator economic sau membrii grupului de operatori economici impreuna) a finalizat cu succes (contract incheiat cu toate rezultatele acceptate de beneficiar), in ultimii trei ani calculati de la data depunerii ofertei, cel putin un proiect de asistenta tehnica in domeniul dezvoltarii si implementarii de componente informatice, in domeniul antidrog sau antifrauda
3. Ofertantul (operator economic sau membrii grupului de operatori economici impreuna) trebuie sa dovedeasca respectarea standardului de calitate

1.cel putin un specialist in fiecare domeniu specific acestui contract 2.participarea ofertantului la contract a fost de minimum 100.000 Euro. 3.ISO 9001 sau echivalent, in domeniul proiectului.
