Name of Project: Irrigation, Rural Livelihoods and Agricultural Development Project

IFB Title: Supply and delivery of Hybrid Maize Seed

ISSUE Date: 11th September, 2008

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business online of 29th October, 2006.

2. The Malawi Government through the Ministry of Agriculture and Food Security has received grant and loan from the International Development Association (IDA) and International Fund for Agricultural Development(IFAD) respectively towards the cost of Irrigation Rural Livelihoods and Agricultural Development Project, and it intends to apply part of the proceeds of the grant and loan to payments under the Contract for supply and delivery of Hybrid Maize Seed.

3. The Secretary for Agriculture and Food Security now invites sealed bids from eligible and qualified bidders for the supply and delivery of Hybrid Maize Seed, as follows:

The Bidder is allowed, at its option, to bid for an individual Lot or any combination of lots, but in each case bidders must quote for all quantities specified in each lot. Bids not quoting for all quantities specified in a lot will be considered non- responsive. The basis for bid evaluation and contract award will be by individual lot basis.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, 2004 revised May, 2005 and September 2006 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given in paragraph 8 (a) below from 8.00 to 12.00; 13.00 to 16.00 hours local time (Monday to Friday, except national public holidays).

6. A complete set of bidding documents in English language, may be purchased by interested bidders on the submission of a written application to the address at paragraph 8(a) below and upon payment of a non-refundable fee of MK3,500.00 or its equivalent in a freely convertible currency at the address at paragraph 8(a) below. The method of payment will be in form of cash or bank certified cheque.

7. Bids must be deposited in the Tender Box situated in the Conference Room at the address in paragraph 8(b) below on or before 21st October, 2008 at 14.00 hours local time. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address in paragraph 8(c) below on 21st October, 2008 at 14.00 hours local time. All bids must be accompanied by a bid security of not less than 2% (Two percent) of the bid amount. The Bid Security must be in form of a Bank Certified Cheque or Bank Guarantee issued by a reputable bank acceptable to the Purchaser.
