Eligibility of Bidders:

Applications may be made for one or more of the above Contracts. However, an applicant, as individual or member of a joint-venture, will not be awarded more than three (3) out of the fifteen (15) contracts awarded or to be awarded under the Employer’s RestaurAção Program. Seven (7) contracts have already been awarded under the Employer’s International Competitive Bidding (ICB) procedure n. RestaurAção 01/2000. The remaining eight (8) contracts will be awarded following ICB procedure, to be organized for firms or join-ventures to be pre-qualified under this pre-qualification exercise.
6. Eligible applicants may obtain the pre-qualification documents after September 25th, 2002, by calling, writing or faxing to the address below.
The request must clearly state “Request for Pre-qualification Documents for Rehabilitation Works and Maintenance Services. The CELIC will inform the price to dispatch the documents by registered airmail, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.
8. A minimum requirement for qualification is to have successfully executed at least three projects of a comparable nature and complexity within the last five years. Depending on the lot(s) applied for, applicants will also have to demonstrate: (i) the successful execution of a minimum of 50 to 125km of highway works (construction, rehabilitation, duplication, etc…) in the last five years; and (ii) an average annual construction turnover between US$ 3,600,000 and US$ 8,000,000, or equivalent value, in the last five years; and (iii) a minimum annual turnover between US$ 1,700,000 and US$ 5,500,000, or equivalent value, in the last five years; (iv) A minimum cash flow amount between US$ 1,300,000 and US$ 2,000,000, or equivalent value, for each contract.
Applicants will be advised, in due course, of the results of their applications. Only firms and joint ventures pre-qualified under this procedure will be invited to bid

Invitation for Prequalification

The Government of Brazil has received a loan from the International
Bank for Reconstruction and Development in the amount of USD
70,000,000 equivalent toward the cost of the Rio Grande do Sul State
Highway Management Project, and it intends to apply the proceeds of
this loan to payments under the contract for Rehabilitation Works And
Maintenance Services.

The main objective of the Rio Grande Do Sul State Highway Management
Project is to improve state highway network serviceability with a view
to reducing road transport costs, through: (1) more efficient
allocation and use; (2) increasing private participation in road
management; (3) improving the capacity of the state department that
manages roads (DAER); and (4) rehabilitating selected sections and
maintaining the state's entire paved highway network. The
project's components are: (1) policy and institutional
development, including technical assistance, equipment, software, and
staff training to (a) prepare and monitor efficient state road
expenditure and funding programs; (b) supervise and monitor
implementing the state's highway concession program and
transferring maintenance activities to private contractors; and (c)
restructure the DAER's operations according to policy changes
satisfying stated criteria, downsizing operational divisions and
strengthening technical, environmental, management and supervision
capabilities, and establishing clear goals and accountability; and (2)
rehabilitation, including resurfacing, and routine maintenance of the
state's roads, and related studies, engineering designs, and works
supervision.

- Lot 3:

- Execution of maintenance services on sections requiring urgent
repairs in an initial period of four to six months of the contract
(Road-maintenance works)

- Lot 4:

- Preparation of detailed engineering designs for the
rehabilitation works as specified in the bidding documents.
However, bidders will be allowed to present design alternatives to
the specified works (Engineering design services)

- Lot 5:

- Execution of rehabilitation works as specified in the detailed
engineering designs and as approved by the Employer
(Rehabilitation services)

- Lot 6:

- Execution of maintenance services on the entire sections (or
group of sections) during the five years of the contract, so as to
comply with the level of services to be specified in the bidding
documents; (System maintenance services)

- Lot 7:

- Execution of emergency maintenance services during the five
years of the contract upon request from the Employer; (Maintenance
works)

It is expected that invitations to bid will be made in September 2002.

Prequalification will be conducted through prequalification procedures
specified in the World Bank Procurement under IBRD Loans and IDA
Credits[1]. It is open to all bidders from eligible source countries
as defined in the guidelines.

Total length 2.894 intends to pre-qualify contractors for
Rehabilitation Works and Maintenance Services, for a period of five
years.

the address below by 14:00 hours (local time) on November 6th, 2002
and be clearly marked “Application to pre-qualify for Rehabilitation
Works and Maintenance Services. Lot(s): The CELIC and/or DAER/RS
reserves the right to accept or reject late applications.

Bidding will be allowed for whole lots only.

Interested eligible bidders may obtain further information from and
inspect the prequalification documents at the Central de Licitações do
Estado do Rio Grande do Sul CELIC at the address below. A complete set
of prequalification documents in English may be purchased by
interested bidders on the submission of a written application to the
address below . The method of payment will be: The CELIC will inform
the price to dispatch the documents. The document will be sent by
registered airmail.

Applications for prequalification should be submitted in sealed
envelopes, delivered to the address below by 14:00 on 6 November 2002,
and be clearly marked "Application to Prequalify for Rio Grande do Sul
