SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Refurbishment of 64 no existing units
including site development works at Mullaghmatt, Monaghan.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: A payment of 250 EUR which is
returnable on receipt of a bona fide tender not subsequently withdrawn and
the return of the tender documents.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Public Works
contract for Building Works Designed by the Employer available at
www.finance.gov.ie.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: A grouping, if successful, must be
prepared to contract as a single entity having joint and several
liability.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
In order to be considered for inclusion on the tender list candidates must
meet with a minimum qualification criteria as set out on the attached
documentation.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Tenderers
are requied to make a solemn declaration in relation to the grounds
specified in Directive 2004/17/EC Article 54 or Directive 2004/18/EC
Article 45 and 51 and SI 329 of 2006. See attached Questionnaire.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: All applicant
Contractors are required to produce evidence of the following:
— Evidence of Turnover for the three (3) previous financial years,
— Bankers letter stating that, to the best of its knowledge, it is
currently in good standing and that the firm has the financial capacity to
take on additional building work of the size stated in the Project
particulars,
— Public Liability Insurance,
— Employers Liability Insurance,
— Performance Bond.

Minimum level(s) of standards possibly required: — Evidence of Turnover:
minimum turnover required for each of the last 3 years is EUR 5 000 000,
— Bankers letter: to be dated within the last three months,
— Public Liability Insurance: 6 500 000 EUR cover, maximum excess of 1.5 %
of annual turnover,
— Employers Liability Insurance: 13 000 000 EUR,
— Performance Bond: level of bond as set out in the Questionnaire.

III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: — Experience of Construction Projects
of a similar size, nature and complexity undertaken within the last 5
years,
— Educational and Professional Qualifications (Managerial),
— Eductional and Professional Qualifications (Personnel),
— List of projects of a similar nature provided over the past 5 years,
— Measures for ensuring quality, Average Annual manpower over the past 3
years,
— Technical equipment available to carry out the Contract.
Minimum level(s) of standards possibly required: — The minimum standard
required is adequate experience on Construction Projects (minimum 3)
undertaken by the applicant during the last five years, of a similar size,
nature and complexity, and satisfactorily completed and satisfactory
evidence of Health and Safety regulatory compliance. For this project the
minimum requirement is that applicants have been experience of
refurbishment projects of at least 10 no. dwellings or new build projects
of at least 30 no. dwellings,
— Applicants must provide evidence of educational and professional
qualifications (with dates obtained) of their managerial personnel,
including the curricula vitae of the relevant managerial personnel and the
firm’s organization structure in accordance with the requirements,
— Applicants must provide evidence of educational and professional
qualifications (with dates obtained) of the Applicant’s personnel proposed
for the project, including the curricula vitae of the personnel in
compliance with the specific requirements identified below in accordance
with the requirements,
— It is important that the appropriate Health and Safety evidence is
demonstrated in relation to competency and resources in compliance with
the 2006 Health and Safety Regulations and the specific requirements
identified,
— Applicants must provide details of works over the past five years for
which the applicant was responsible that are similar in scale and
complexity to the works required for this project, and evidence of Health
and Safety regulatory compliance.
