II.1.5) Short description of the contract or purchase(s): The objective
is to set up a network of experts ('network of correspondents') that will
provide a description, analysis and annotated commentary on the national
landscapes of social sciences and humanities in Europe (EU Member States
and countries associated with the framework programme), with a view to
allow the rapid identification, characterisation and comparative analysis
of important national programmes and priorities as well as important
research capacities (institutions, infrastructures etc.), emerging trends,
strengths and weaknesses etc. in these fields. This is to be done on a
web-based platform.

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: The maximum possible budget for the
service is EUR 1 200 000.
Estimated value excluding VAT: EUR 1 200 000.

II.3) Duration of the contract or time limit for completion: Duration in
months: 18 (from the award of the contract).
Section III: Legal, economic, financial and technical information
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: Financial guarantee for at
least the level of pre-financing.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: 1. Payments under
the contract shall be paid in accordance with the following schedule:
breakdown of the payments:
— pre-financing of 10 % of the total amount of the contract to be paid
following signature of the contract by the last contracting party, and
within 30 days of the receipt by the Commission of a request for
pre-financing with a relevant invoice,
— interim payment of 30 % of the total amount of the contract to be paid
within 30 days of the date on which the relevant report (D2 in the
'deliverables') is approved by the Commission,
— interim payment of 30 % of the total amount of the contract to be paid
within 30 days of the date on which the relevant report (D4 in
'deliverables') is approved by the Commission,
— payment of the balance (30 % of the total amount referred to in point
III.3.1 of the specific contract) within 30 days of the date on which the
final report (D7 in 'deliverables') is approved by the Commission.
The total price for the services includes travel and subsistence expenses
(a table with the EC daily subsistence allowances has to be annexed).
The payment periods referred to above may be suspended by the Commission
at any time if it informs the contractor that his/her payment request is
not admissible either because the amount is not due, or because the
necessary supporting documents have not been properly produced. In case of
doubt on the eligibility of the expenditure indicated in the payment
request, the Commission may suspend the time limit for payment for the
purpose of further verification, including an on-the-spot check, in order
to ascertain, prior to payment, that the expenditure is eligible.

contract is subject: No.
III.2) Conditions for participation
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met:
1. Tenderers shall be excluded from participation in the present
procurement procedure if:
a. they are bankrupt or being wound up, are having their affairs
administered by the courts, have entered into an arrangement with
creditors, have suspended business activities, are the subject of
proceedings concerning those matters, or are in any analogous situation
arising from a similar procedure provided for in national legislation or
regulations;
b. they have been convicted of an offence concerning their professional
conduct by a judgement which has the force of 'res judicata';
c. they have been guilty of grave professional misconduct;
d. they have not fulfilled obligations relating to the payment of social
security contributions or the payment of taxes in accordance with the
legal provisions of the country in which they are established or with
those of the country of the contracting authority or those of the country
where the contract is to be performed;
e. they have been the subject of a judgement which has the force of 'res
judicata' for fraud, corruption, involvement in a criminal organisation or
any other illegal activity detrimental to the Communities' financial
interests;
f. following another procurement procedure or grant award procedure
financed by the Community budget, they have been declared to be in serious
breach of contract for failure to comply with their contractual
obligations.
2. Tenderers shall be excluded from being awarded the contract if during
the present procurement procedure:
a. they are subject to a conflict of interest;
b. they are guilty of misrepresentation in supplying the information
required by the contracting authority as a condition of participation in
the contract procedure or fail to supply this information.
In their tenders, the tenderers shall provide a declaration on their
honour, duly signed and dated, stating that they are not in 1 of the
situations listed above.
The Commission has the right to verify all information contained in the
declaration by requiring further the documents as specified in the
Financial Regulation and its Implementing Rules and listed below. The
tenderer is also aware of the possible consequences that may arise from
any false declaration in providing the information required by the
awarding authority in order to take part in the contract.
The following documents will be accepted as proof that the tenderer is not
in any of the situations mentioned in points a), b), c), d), e), f):
(i) for a), b) and e), the production of a recent extract from the
judicial record or, failing that, an equivalent document recently issued
by a judicial or administrative authority in the country of origin or
provenance, showing that those requirements are satisfied;
(ii) in the case mentioned in d), a recent certificate issued by the
competent authority of the State concerned. Where the document or
certificate referred to above is not issued in the country concerned it
may be replaced by a sworn or, failing that, a solemn statement made by
the interested party before a judicial or administrative authority, a
notary or a qualified professional body in his country of origin or
provenance;
(iii) in the cases mentioned in c) and f), the tenderer will have to
provide a sworn or, failing that, a solemn statement made by the
interested party before a judicial or administrative authority, a notary
or a qualified professional body in his country of origin or provenance.
Depending on the national legislation of the country in which the tenderer
is established, the documents referred to above shall relate to legal
persons and/or natural persons including company directors or any person
with powers of representation, decision-making or control in relation to
the tenderer.
The Commission may waive the obligation of the winning tenderer to submit
this evidence if it has already been submitted for the purposes of another
procurement procedure and provided that the documents are not more than 1
year old starting from their issuing date and that they are still valid.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met:
Tenderers must give evidence that they have the economic and financial
capacity to carry out the contract subject of this call for tenders, by
demonstrating they have the necessary resources at their disposal for the
whole length of the contract.
A. — Commercial undertakings:
1. Legal or physical persons established or incorporated as commercial
undertakings under the national law governing them shall provide:
a. appropriate statements from banks, or financial institutions, including
insurance companies granting credit-worthiness at least to the amount of
the value of the tender; or evidence of relevant professional risk
indemnity insurance;
b. the presentation of balance sheets or extracts from balance sheets for
at least the last 2 years for which accounts have been closed, where
publication of the balance sheet is required under the company law of the
country in which the economic operator is established;
c. a statement of overall turnover and turnover concerning the services
covered by the contract during the last 3 financial years;
d. a statement of the net results for each of the last 3 financial years.
2. Commercial undertakings established less than 3 years to the date of
publication of the present call for tenders must give evidence of their
financial capacity by providing equivalent documents as listed in b), c)
and d) above for each of its partners.
B. — Non-commercial undertakings:
1. Entities not established or incorporated as commercial undertakings
under the national law governing them shall provide:
1.1) Entities governed by public law:
a. certificate stating that they were established for the specific purpose
of meeting needs in the general interest, not having an industrial or
commercial character; or
b. certificate stating that they are financed, for the most part, by the
State, or regional or local authorities, or other bodies governed by
public law; or
c. certificate stating that they are subject to management supervision by
those bodies; or, having an administrative managerial or supervisory
board, more than half of the members are appointed by the State, regional
or local authorities or by other bodies governed by public law; and, in
addition to any 1 of the above;
d. a statement of overall income and income concerning the services
covered by the tender during the last 3 financial years, and
e. appropriate statements from banks, or financial institutions, including
insurance companies granting credit-worthiness at least to the amount of
the value of the tender; or evidence of relevant professional risk
indemnity insurance.
1.2) Legal or physical persons not governed by public law:
a. for legal persons, certificate stating that they were established for
the specific purpose of meeting needs in the general interest, not having
an industrial or commercial character;
b. appropriate statements from banks, or financial institutions, including
insurance companies granting credit-worthiness at least to the amount of
the value of the tender or evidence of relevant professional risk
indemnity insurance;
c. a statement of overall income and income concerning the services
covered by the tender during the last 3 financial years.
Where the document or certificate referred to above is not issued in the
country concerned it may be replaced by a sworn or, failing that, a solemn
statement made by the interested party before a judicial or administrative
authority, a notary or a qualified professional body in his country of
origin or provenance.
2. If, for some exceptional reason, which the Commission considers
justified, the tenderer is unable to provide the references requested by
the contracting authority, he may prove his economic and financial
capacity by any other means, which the contracting authority considers
appropriate.
3. Tenders may rely on the capacities of other entities, regardless of the
legal nature of the links that they have with them. They must in that case
prove to the contracting authority that they will have at their disposal
the resources necessary for performance of the contract, for example by
producing an undertaking on the part of those entities to place those
resources at their disposal.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
Regarding their technical and professional capacity, tenderers are
required to submit:
a. proof of enrolment in the relevant professional and trade register, as
prescribed in their country of establishment;
b. a list of the principal services provided in the past 5 years, with the
sums, dates, and recipients, public or private. This list should cover, at
least, the 3 principal services provided. In case of a consortium or group
of service providers the list shall contain at least 3 principal services
for each provider;
c. the names and professional experience (curriculum vitae) of the staff
responsible to supply the services;
d. evidence of at least 5 years professional experience of the staff
responsible to supply the services in the following fields:
* for the coordinating tasks:
— management of large networks/consortia (more than 15 partners),
— web-site development,
— editorial/journalistic roles;
* for the information gathering/analytical tasks:
— policy analysis related to the funding and performance of social
sciences and humanities research in the countries concerned;
e. an indication of the proportion of the contract which the tenderer may
intend to subcontract.
