The Federal Bureau of Prisons - Federal Correctional Institution (FCI) Greenville, Illinois intends to issue solicitation RFQ40703-0001-09 for the provision of an Advanced Occupational Training Program in the area of Dog Trainer Certification. The services are to be provided at the Federal Prison Camp located in Greenville, IL. The contractor will supply the FCI with the dogs to complete the program. The contractor will be responsible for providing all supplies for the dogs including crates, leashes, collars, toys, food, treats, grooming supplies, medicine and medical attention. The provision of all training equipment associated with the upkeep of the dogs and all record keeping associated with the program is the responsibility of the contractor. Upon completion of the program, the contractor is responsible for placement of the dogs back into the community. The instruction services shall consist of course planning and lesson preparation, classroom instruction in the specialized areas of dog obedience, street certification skills, grooming and husbandry skills, and other specialized areas to allow participants to receive animal trainer certification upon completion of the course program. The contract type is an indefinite delivery/requirements contract with firm-fixed unit prices. The award will be made to the responsible quoter who submits the most advantageous quote to the Government based on price related factors only. The contract period shall consist of a base period, from effective date of award through September 30, 2009, and four 12-month option periods for renewal at the unilateral discretion of the Government. The estimated quantities for the base and each option period for dog obedience instruction services are four sessions per week. Each session is one hour in length. The contractor shall perform the required services in accordance with all current Federal, State, and Local Codes or Regulations in effect during the term of the contract. The solicitation will be available on or about August 12, 2008, and will be distributed solely through the General Services Administrations Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The solicitation is 100% set-a-side for small business. Faith-Based and Community-Based Organizations can submit offers/quotations equally with other organizations for contracts for which they are eligible. The North American Industrial Classification System (NAICS) code for this service is 611699. The anticipated date for receipt of quotes is August 28, 2008. However, this is a projected estimate and quoters should refer to the solicitation (Standard Form 1449, Block #8) for the actual date quotations are due. All responsible small businesses may submit a quote which will be considered for an award.
