REQUEST FOR EXPRESSIONS OF INTEREST FOR Design and Implementation of SIGEM (Database Architecture, Application Design, Development and Implementation, Data Integration and Further Development)

The Government of Mozambique has received a credit from the International Development Association (IDA) toward the cost of PROMAPUTO – Maputo Municipal Development Program. The Conselho Municipal de Maputo (CMM) serves as the implementing agency for the Program and it intends to apply part of the proceeds of this Credit to payments for consultant services for Design and Implementation of SIGEM involving Database Architecture, Application Design, Development and Implementation, Data Integration and Further Development
.
The key specific objectives for database architecture, application design, developing and implementation, data integration and further development of an integrated database for the Municipal Council are to:

1. Provide an administrative system of recording evidence of conclusive Title, which is secure and enjoys public confidence;

2. Provide integrated Land-related Database through an unified interface of diverse sources of data in an accurate, effective, efficient, transparent and on-line basis for easy accessibility and in a cost effective manner;

3. Provide an administrative system of Land-related services through integrating and updating the existing datasets at different institutions to provide efficiency and easy accessibility;

4. To provide Value-added Services by bringing all together the existing datasets and newly acquired datasets to facilitate the activities of urban planning, land administration and land management, environmental considerations and sustainable utilization of existing resources;

5. To provide Value-added Services in areas like development planning, welfare schemes and implement a transparent system of property taxation;

6. Develop and maintain a Geodetic Control Network for referencing maps produced and used by diverse sources;

7. Maintain all records in integrated digital form in a central repository; and

8. Implement systems and processes for maintenance and auto-updating of data and information.

The assignment is scheduled to be undertaken over a period of fifteen (15) calendar months.

The Conselho Municipal de Maputo now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

The consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 1, 2006).

Expressions of interest must be delivered to the address below by the deadline of 2nd September 2008, from Monday to Friday within working hours (7h30 am – 15h30 pm) or by email.
