• To study in determination of distribution/supply service costs and tariff mechanisms for a service sector such as water, wastewater, electricity, gas etc.
• Availability of appropriate skills among staff,
• Receipt of purchase of the documents

TENDER NOTICE

CONSULTING SERVICES FOR
QUALITY MONITORING & MANAGEMENT OF BURSA WASTEWATER BASINS (KMH 8)

Bursa Water and Sewerage Administration General Directorate (BUSKİ) has received a loan for Bursa Sludge Project from the Agence Française de Développement (AFD) in 2008, and intends to apply part of the proceeds of this loan to payments under the Consulting Services for Quality Monitoring and Management of Bursa Wastewater Basins (KMH 8) Contract.

The KMH 8 Contract is expected to include design and construction supervision services for thermal sewage sludge drying plants during their construction and operation periods, preparation of conceptual designs and tender documents for wastewater quality control and monitoring system (CMS) and, supervision and consulting services during the installation of CMS, services for development of analytical wastewater management plan by operating and monitoring of the CMS installed.

BUSKİ is hereby inviting Consultants who have the necessary experience for the consulting services for Quality Monitoring and Management of Wastewater Basins defined above, and wish to perform a single stage proposal collection method at which the technical and financial proposals shall be obtained at the same time.

To qualify short-listing, the interested applicants must provide information indicating that they are qualified to perform the services, and must meet the requirements summarized below and more detailed in the RFP Document. A tender security of 50 000 Euro also shall be submitted along with the proposals. Short-list shall be constituted in accordance with the criteria defined in the Request for Proposal Document. Maximum 6 qualified applicants shall be shortlisted.

Criteria for short listing
• To be active in engineering and/or consulting service sectors at least last 5 years,
• To prepare at least one feasibility study for disposal of sewage sludge produced from urban wastewater treatment plant within the last 5 years,
• To participate operation and maintenance for 2 years as being consultant or to carry out feasibility study or to design of at least one urban wastewater treatment plan within the last 5 years,

After the finalizing of the short-listing, technical proposals of those applicants entered into short-list shall be opened and evaluated by BUSKİ in accordance to criteria detailed in Request for Proposal Documents for Quality and Cost Based Selection procedures. Proposals of those applicants not entered into short-list shall be returned unopened along with their tender securities. By the finalizing of the technical proposal evaluation, the applicants shall be informed regarding the results, and financial proposals of those consultants found to be unsuccessful in technical evaluation shall be returned unopened.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).

Payments for the Consulting Services to the winner Consultant shall be based on the man-month rates to be proposed and agreed in the Contract. On the Base Contract Price proposed, a Provisional Budget will be added to define the Final Contract Price.

Interested consultants may obtain further information and inspect the documents at the address below on working days from 9:00 to 16:00. The prospective applicants have to purchase the documents in English and Turkish for a nonrefundable fee of 150 Euro (including VAT). The deadline of purchasing the documents is August 20,2008. Applicants unable to purchase the documents in person and wishing the documents to be mailed abroad by carriage or postal services must send a written request to address below and must add 100 Euro to the purchase price. All the costs associated with the delivery of the documents shall be remedied by the applicants. Payments can be transferred to BUSKİ’s Euro account 2P000019 at Halkbank Heykel Branch, Bursa.

Technical and financial proposals prepared in Turkish and English as one original and one copy, must be received in sealed separate envelopes, which must be either delivered by hand or by registered mail to the address below before August 20,2008, and be clearly marked “Proposals for Consulting Services for Quality Monitoring and Management of Bursa Wastewater Basins (KMH 8)”. Late submissions or late arrivals shall not be considered.
