1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 696 of February 16, 2007 (repeated/updated in Development Business, issue no. 719 of January 31, 2008).
2. The Socialist Republic of Viet Nam has received a credit from the International Development Association toward the cost of the Mekong Regional Health Support Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Vehicles (CPMU/WB 4153-0 VN/ICB-4/2008).
3. The Central Project Management Unit (CPMU) now invites sealed bids from eligible and qualified bidders for Procurement of Vehicles for Beneficiaries in the Mekong Region (Lot 1: 14 units of 4x4 Vehicles for Preventive Health Centres; and Lot 2: 1 unit of 16-seater minibus for CPMU in Ho Chi Minh City); the delivery period is 90-135 days from contract effectiveness.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from CPMU, mrhsp.proc@fpt.vn, with copy to richard.kousek@procurementconsultants.com and inspect the Bidding Documents at the address (1) given below from 08:00 am to 11:30am and 01:30 pm to 4:30 pm.
6. Qualifications requirements include: local after sales service and availability of consumables and spares; successful completion of at least two contracts involving the supply of similar types and quantities of vehicles as those required under these contract(s) within the past five (5) years. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address (1) below and upon payment of a non refundable fee of VND 1,600,000 or USD 100. The method of payment will be (i) cash for interested bidders collecting the bidding document from CPMU’s office, and (ii) direct deposit for prospective bidders requesting the documents to be mailed, to the following account: (i) Account Name: PMU, Mekong Regional Health Support Project; (ii) Bank: Vietnam Bank for Agriculture and Rural Development, Thang Long Branch, 4 Pham Ngoc Thach Street, Dong Da District, Hanoi, Vietnam; (iii) Account Number: 1300 201 208 162 (USD), 1300 201 208 229 (VND); (iv) SWIFT Code: VBAAVNVX; (v) Correspondent Bank: Citibank, New York, Account No.: 36110148 (USD), SWIFT Code: CITIUS33. The Bidding Documents will be sent by airmail for overseas delivery and surface mail for local delivery. A prospective bidder wishing to receive the bidding documents by courier must cover the additional costs for courier service in the amount of USD 100.
8. Bids must be delivered to the address (1) below at or before 09:30 a.m. local time on 01 October 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address (2) below at 09:45 a.m. local time on 01 October 2008. All bids must be accompanied by a Bid Security of not less than 2% of bid price or an equivalent amount in a freely convertible currency.
