SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): This is a call
for Expressions of Interest only.
All interested parties must submit a formal request for participation in
any invitation to tender. This will be assessed against a pre-agreed
scoring criteria to determine your suitability to tender for these works.
The site needs to secure the long term services of a Contractor
specialising in electrical, control and instrumentation services,
including routine monitoring, defect repairs, installation and modifying
monitoring equipment.
The level of support must be flexible and available to meet business
demands. The work areas that will require this support are to assist site
staff during peak load periods and providing site lead on selected
projects; assist site staff on emergent work outside normal working hours
or at short notice; off-site development work to include programming,
drawings, documentation and specifications; and independent project/
design work.
The Contract will be split into two levels of support, one for core works
and the other for Project specific support.
On average, approximately 140 days per annum are required to support all
core works.
For project work, we currently have no funding allocated for any project
work at this time, so this support will be on a call-off basis against a
schedule of rates within the Contract.
The Contract will be for three years, starting from the 1st April 2009,
with one optional year allocated.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: To aid effectiveness of work the
contractor will be expected to be familiar with and use site procedures
and systems undertaking on site training as required.
Support work includes the provision of engineering input to Work
Instructions or Work Order Cards on the site work control database
Passport, and writing Plant Modification Procedures PMPs in line with site
policies.
Each engineer must be qualified to hold a permit to work and undertake
site Competent Person and other safety related training including live
working/first aid as required.
The Contractor must have a nominated Radiation Protection Supervisor and
Radiation Protection Advisor (possibly nominated from site).
The Contractor will undertake site inductions on an annual basis and take
part in site exercises as instructed.
The Contractor will be expected to assist site engineering with remedial
work on nuclear significant plant at short notice outside normal working
hours. All Contract staff who attend site must be security vetted.
Assisting site staff during peak load periods and providing site lead on
selected projects.
A number of computer based plant monitoring systems exist on site. These
systems require routine monitoring, evaluation and defect remedial works.
Each system will be subject to hardware and software upgrade, based on
joint assessment of site engineering and the Contractor.
Significant routine maintenance, monitoring and remedial work is required
on reactor Burst Can Detection and Temperature Data Processing systems,
fuel system Flask Dosing and the Emergency Indication Centre amongst
others.
The work is conducted in the Reactor, Turbine and office areas of the
site.
Hardware knowledge of Eurotherm, Hirschman and Siemens products and
software knowledge of Eurotherm, Wonderware, Microsoft and Siemens is
required to support these systems.
The core on site routine works include:
(1) Complete monthly system health check of in service SCADA &
Programmable Logic Controller (PLC) units.
(2) Structural Temps. e x PC 3000, 4 x PCs running SCADA, 2 x ESA panels.
(3) Emergency Indication Centre 2 x PC300, 2 x ESA panels.
(4) SPIE 6 x PCs running SCADA.
(5) Chemical Monitoring 2 x PCs running SCADA.
(6) Report produced detailing any areas of concern for the Station System
Engineer to consider.
(7) Ponds Mimic System& Core Monitoring System.
(8) Complete a monthly Data Backup of all SCADA data for historical
purposes, records to be kept on disc for life of station.
Carry out Six monthly system health check on spare SCADA & PLC units.
(1) Structural Temps 1 x PC3000, 1 x Pcs running SCADA, 1 x ESA panels.
(2) Emergency Indication Centre 1 x PC300, 1 x ESA panels.
(3) SPIE 1 x PCs running SCADA.
(4) Chemical Monitoring 1 x PCs running SCADA.
(5) Report produced detailing condition of all spares for the Station
System Engineer.
(6) Ponds Mimic System & Core Monitoring System
Annually:
(1) Each system will have a risk assessment of the hardware and software
carried out and a report produced for the Station System Engineer
highlighting any system problems or upgrade requirements that need to be
considered.
(2) Produce & Maintain software inventory.
Site data collection systems based on InTouch which interface with various
site systems.
(3) Assisting site staff on emergent work outside normal working hours or
at short notice.
(4) Defects on plant systems that impact on nuclear safety or could lead
to significant commercial loss must be attended to as soon as practicable.
The contractor will be expected to support site engineers in location and
remedial works on defects associated with these systems when requested and
as agreed with site engineers. Site engineers are expected on site within
24 hours of call out.
(5) Shortfalls in site resource or other unplanned work arising may result
in requests for support at short notice, again required within 24 hours of
call out.
Off-site development work to include programming, drawings.
(6) The contractor would be expected to develop systems and write programs
consistent with the development of plant modifications and improvements
identified by site engineering and the contractor to aid generation,
compliance or regulatory requirements.
(7) Independent project/ design work.
As the site moves into Defuelling and Decommissioning (D&D) various
electrical and instrument engineering projects will be identified. As the
site identify these projects the contractor would be expected to take
conceptual ideas, design appropriate systems and produce a specification
suitable to put out to competitive tender.
The contractor will be entitled to bid for this work.
This requirement will predominately be for D&D, however, a similar service
may occur within the electrical / instrument department.
Low value contracts identified from this process may pass to the
contractor without competitive tender, this will be subject to value and
performance received on other support tasks and based on the declared cost
structure in the contract; the contractor would be expected to complete
installation and provide project management to the projects.
Additional project management / lead may be requested for detailed site
projects. All additional personnel must be suitably qualified and
experienced and security vetted.
Project work will be planned by site planning in conjunction with the
contractor who would be expected to attend relevant site planning
meetings.
Support to the engineering department is likely to be initially circa 70
days per annum. Support to D&D is likely to be circa 70 days.
Work load will be based on plant demands and may change at short notice.
Project work will be agreed as required to the value in the contract
against scopes issued at the time utilising contract rates including day
rates, fixed price or other as deemed appropriate for the work scope
issued and agreed with the contractor.
