SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): We seek a
partnership arrangement for the supply of building & plumbing materials;
electical wiring materials; Glass and glazing products; decorating
materials and associated support services, the hire and supply of builders
plant and PVCu Window and door supply. These contracts will be for their
delivery to our workforce; external contractors and tenants.
We also seek proposals for the joint development of an electronic
handheld/point of use ordering system.
Whitefriars Housing Group is inviting expressions of interest from
suitably qualified and experienced suppliers who wish to be considered for
selection to tender for the Provision of Maintenance and Repairs Products
contract.
The contract will be for a period of Twelve years, commencing 1.4.2009 and
will be subject to a full evaluation and review in years 4 and 8.
This contract is initially being let by Whitefriars Housing Group, however
access to this contract may be extended to other bodies potentially
throughout the UK.
The Contract is divided into separate Lots according to the product
category. Tenderers have the option of bidding for all lots or
alternatively you may bid only for the lots that are of interest to you,
your location and the products you supply.

INFORMATION ABOUT LOTS
LOT NO 003
TITLE: Supply of Decorating Materials and Associated Service
1) SHORT DESCRIPTION: The supply of decorating materials and the
management and delivery of a decoration advice service. The candidates
will also provide a decorating voucher service and delivery service to our
tenants.
2) COMMON PROCUREMENT VOCABULARY (CPV): 24312400.
3) QUANTITY OR SCOPE: Estimated annual expenditure indicated below.
Estimated cost excluding VAT:
Range: between 200 000 and 250 000 GBP.
5) ADDITIONAL INFORMATION ABOUT LOTS: We aim to provide this service
"over the counter" to our tenants. Candidates will therefore be able to
provide suitable premises and an associated customer facing service.
LOT NO 002
TITLE: Supply of Electrical Goods
1) SHORT DESCRIPTION: The supply of Electrical components and parts
associated with the repair and maintenance of domestic dwellings.
2) COMMON PROCUREMENT VOCABULARY (CPV): 31681410.
3) QUANTITY OR SCOPE: Estimated annual expenditure indicated below.

Range: between 400 000 and 450 000 GBP.
5) ADDITIONAL INFORMATION ABOUT LOTS: There may be the occasional need to
supply parts and items used in commercial or office premises.
LOT NO 001
TITLE: The Supply of Building & Plumbing Materials
1) SHORT DESCRIPTION: This lot will be for the supply of Building &
Plumbing trades materials and will include the delivery of associated
services.
2) COMMON PROCUREMENT VOCABULARY (CPV): 52500000.
3) QUANTITY OR SCOPE: Estimated annual expenditure indicated below is
based on current expenditure.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Deposits or guarantees may be
required.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment will be
generally via monthly valuations based on goods supplied in accordance
with the terms and conditions contained in the tender documents.
Every effort will be made to minimise manual handling of payments, ie
where appropriate a batch payment process will be agreed prior to
commencing the supply.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
The provision of Lot 1 and Lot 3 will require a local distribution
facility where members of the public (Whitefriars' Customers and staff)
are able to visit the premises to purchase goods and receive advice.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (1) All
candidates will be required to produce a certificate or declaration
demonstrating that they are not bankrupt or the subject of an
administration order, are not being wound-up, have not granted a trust
deed, are not the subject of a petition presented for sequestration of
their estate, have not had a receiver, manager or administrator appointed
and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or
declaration demonstrating that the candidate, their directors, or any
other person who has powers of representation, decision or control of the
candidate has not been convicted of conspiracy, corruption, bribery, or
money laundering. Failure to provide such a declaration will result in the
candidate being declared ineligible and they will not be selected to
participate in this procurement process.
(3) All candidates will be required to produce a certificate or
declaration demonstrating that they have not been convicted of a criminal
offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or
declaration demonstrating that they have not committed an act of grave
misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which
they are established, regarding registration on the professional or trade
register.
(6) Any candidate found to be guilty of serious misrepresentation in
providing any information required, may be declared ineligible and not
selected to continue with this procurement process.
(7) All candidates will be required to produce a certificate or
declaration demonstrating that they have fulfilled obligations relating to
the payment of social security contributions under the law of any part of
the United Kingdom or of the relevant State in which the candidate is
established.
(8) All candidates will be required to produce a certificate or
declaration demonstrating that they have fulfilled obligations relating to
the payment of taxes under the law of any part of the United Kingdom or of
the relevant State in which the economic operator is established.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (1) All candidates will
be required to provide a reference from their bank.
(2) All candidates will be required to provide evidence of relevant
professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3
previous financial years including the overall turnover of the candidate
and the turnover in respect of the activities which are of a similar type
to the subject matter of this notice.
(4) All candidates will be required to provide statements of accounts or
extracts from those accounts relating to their business.
Minimum level(s) of standards possibly required: Candidates will be
required to demonstrate their financial capacity to provide the services
relevant to the Lot or Lots for which they apply.
Minimal standards will apply.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: (1) A check may be carried out by the
contracting authority or by a competent official body of the State in
which the candidate is established, to verify the technical capacity of
the candidate; and if relevant, on the candidates study and research
facilities and quality control measures.
(2) A statement of the candidate's technical facilities; measures for
ensuring quality; and their study and research facilities.
(3) An indication of the proportion of the contract which the services
provider intends possibly to subcontract.
(4) A statement of the technicians or technical services available to the
candidate to carry out the work under the contract; or be involved in the
production of goods or the provision of services under the contract;
particularly those responsible for quality control, whether or not they
are independent of the candidate.
(5) A statement of the tools, plant or technical equipment available to
the service provider or contractor for carrying out the contract.
(6) A list of works carried out over the past 5 years, detailing the value
of the consideration received; when and where the work or works were
carried out; and whether they were carried out according to the rules of
the trade or profession and properly completed.
Minimum level(s) of standards possibly required: Candidates will be
required to fully demonstrate their ability to provide the goods and
services applicable to the Lot or Lots for which they apply.
SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 6. Maximum number: 8
Objective criteria for choosing the limited number of candidates: The
minimum/maximum number of operators applies to each Lot.
Candidates will be assessed via a Pre Qualification Questionnaire and
interview(s) which will test their suitability on the grounds of financial
and technical capacity and their experience in providing services of this
nature and quality. This may include site visits if deemed appropriate or
necessary.
Candidates should note that once the financial element of the tender
process is completed further evaluations via interview(s) are to be
anticipated. The performance of the winning candidate will be subject to
KPI's as described in the Contract documents. Contract extensions or
renewals will be dependant upon performance and other factors as detailed
within the tender documents.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.
IV.2.2) An electronic auction will be used: No.
IV.3) ADMINISTRATIVE INFORMATION
IV.3.3) Conditions for obtaining specifications and additional documents
or descriptive documentPayable documents:
Price: 150 GBP.
Terms and method of payment: Cheques or International Money Order made out
to: Whitefriars Housing Group Ltd., to be submitted with returned PQQ.
Applicants not selected for Tender will have their cheque/order returned
or destroyed at their option.
IV.3.4) Time-limit for receipt of tenders or requests to participate:

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Whitefriars are seeking a Partnership style
arrangement in which the choice and use of the materials purchased are
fully compatible with current thinking on ecological issues. Additionally,
Whitefriars will always seek to obtain the most economically advantageous
or best value option in it's procurement of goods and services. As a
result we anticipate that the successful candidate will propose a solution
which addresses this fundamental policy. We also state that contracts
awarded will NOT a exclusive arrangement. Successful candidates will be
the preferred supplier. Whitefriars and it's partners will retain the
right to obtain similar goods and services from alternative sources.
The Purchasing Authority is acting on behalf of the following
organisations:
Whitefriars may need to extend the purchasing provisions of this notice to
include other authorities and/or bodies governed by public law.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Whitefriars Housing Group will incorporate a minimum 10
calendar day standstill period at the point information on the award of
the contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
required from the address part 1.1 If an appeal regarding the award of a
contract has not been successfully resolved the Public Contracts
Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have
been harmed or are at risk of harm by a breach of the rules to take action
in the High Court (England, Wales and Northern Ireland). Any such action
must be brought promptly (generally within 3 months). Where a contract has
not been entered into the Court may order the setting aside of the award
decision or order the authority to amend any document and may award
damages. If the contract has been entered into the Court may only award
damages.
