Synopsis, Notice of Intent to award a sole source contract. Under the authority of Federal Acquisition Regulation, Part 6, Subpart 6.302-1 (only one source), the Mission and Installation Contracting Command, Directorate Of Contracting at Fort Riley, KS intends to contract with XOTECH L.L.C., 150 HOWELL RD STE B, TYRONE, GA 30290, on a sole source basis for the provision of access to the proprietary FINLOG web site.

FINLOG is a web based application that has eliminated many financial interface issues with the Command Commodity Supply System (CCSS), Standard Army Retail Supply System (SARSS), Installation Supply Buffer (ISB), and Standard Army Financial System (STANFINS). The requirement fulfilled is to provide a centralized SARSS/Financial Web service with near real time (24 Hr) financial information tracking, tailored reports and queries, one stop research capability, and a means to validate financial input files.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs within 15 days of this notice. Detailed capabilities must be submitted to DOC Fort Riley, 7410 Apennines Dr, attn: (this solicitation number) Fort Riley, KS 66442 electronically via e-mail to gary.r.parker@us.army.mil. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government.
