1.2 Summary of Requirement
The Government of Canada (GoC), represented by Treasury Board of Canada, currently sponsors two defined benefit pension plans, a Canadian “registered” plan and a U.S. “qualified” plan, that provide pension coverage to locally-engaged employees at the Canadian Embassy in Washington and various Consulates around the U.S. Locally-engaged employees are hired abroad by the Government of Canada to perform various administrative and professional duties at Canada’s missions.
This is a two-part requirement:
Part A – The requirement is for Pension Actuarial Consulting Services to provide ongoing actuarial valuations, regulatory interpretations, and advice, as required. The requirement is for individuals with suitable actuarial qualifications for this work, i.e. Fellows of the Canadian Institute of Actuaries or Fellows of the Society of Actuaries.
Part B – The requirement is for Pension Investment Consulting Services to provide ongoing investment expertise, performance measurement services and advice. The requirement is for individuals with suitable investment qualifications for this work, i.e. Chartered Financial Analysts.
Note: Bidders may submit proposals in response to either requirement or in response to both requirements. Each requirement will be evaluated separately.
The selected Bidder(s) will be required to commit to provide services on an “as-and-when-required” basis throughout the period of the contract.
