The Republic of Srpska (hereinafter referred to as "the Borrower") has
received a loan from the European Bank for Reconstruction and Development
– EBRD (hereinafter referred to as "the Bank") – towards the cost of the
Roads Rehabilitation Project. General Procurement Notice (GPN) Ref.
5583-GPN-37543 was published on 23.7.2007. This International Invitation
for Bids relates to contracts for the Rehabilitation of 4 different
sections of Main and Regional Roads of primary national and international
importance in Republic of Srpska.
These contracts will include rehabilitation of the following road
sections:
Lot 1_2008/EBRD: M6.1 Kifino Selo (Klanci)-Gacko, length 38,21 km;
Lot 2_2008/EBRD: M14.1 Nova Topola-Srbac-Kobaš-Derventa, length 62,90 km;
Lot 3_2008/EBRD: R413 Mitrovići (Kneževo)-Prisika (Ugar), length 17,77 km;
Lot 4_2008/EBRD: R472 Polje-Podnovlje, length 16,19 km.
These contracts are expected to be implemented from September 2008 to
March 2009.
The criteria to be used in the bid evaluation is the lowest responsive
evaluated Bid price, provided that such Bidder has been determined to be
eligible and qualified in accordance with the provisions of the
Instructions to Bidders.
Note:
- Bidders are permitted to submit bids for any combination of Lots.
- Bidders are permitted to offer discounts for more than 1 lot that will
be taken into account in the evaluation process.
- Bidders are required to meet cumulative qualification criteria for the
award for more than 1 Lot.
All firms are invited to participate in the bidding exercise.

A complete set of Bidding Documents may be purchased from 25.7.2008 on the
submission of an application to the above address, and upon payment of a
non-refundable fee of 1 000 KM to
5621008003127453 for local currency (KM) and
540000-10252326 for foreign currency, SWIFT code RAZBBA22,
bearing the name of the project. On request, against a faxed copy of the
evidence of the remittance, the Bidding Documents may be sent by courier
service if the transport is previously ordered by the Bidder in his
country. The Borrower bears no responsibility for the delivery in such a
case.
A Bid Security fulfilling the conditions indicated in the Bidding
Documents must accompany all bids as follows:
Lot 1 – 40 000 KM
Lot 2 – 60 000 KM
Lot 3 and 4 – 20 000 KM for each.
All bids must be delivered in closed envelopes bearing the mention "Bid
for Rehabilitation of Road Section..." not later than 10.9.2008 (12:00)
hours local time at the following address:

Bids will be opened immediately in the presence of Bidders'
representatives who choose to attend.
