housing in Scotland.

II.1.4) Short description of the contract or purchase(s): The aim of the
research project is to produce a model and code to examine the potential
for carbon reduction in Scotland’s housing stock up to 2050. The
commission requires an appraisal of the model currently used by the
Scottish Government to estimate carbon emissions from housing (BREDEM12)
and the specification and construction of a new model code to estimate
emissions from energy in use and embodied energy on an annual basis to
2050. The new model should allow analysis of the future relationship
between housing and carbon emissions based on changes in the level and
nature of housing supply and take-up of new technologies. The model will
be expected to answer the following questions. ? What are current
housing-related emissions from the existing stock, broken down by house
type? ? In a base case scenario of incremental continuation of historical
trends, what would be the projected emission levels assuming different
levels of household fuel prices, ambient temperature, electricity
generation, technological adoption and housing supply? ? What
energy-efficiency improvements, using existing and new technologies, would
be needed to meet emission reductions of 20 %, 50 % ,80 % by 2050 and for
defined interim budget periods? ? Based on current understanding of
existing and prospective technologies, how much would the different
scenarios cost to households and government, assuming that the most
cost-effective solutions are implemented first and what would be the
financial benefit in terms of lower fuel bills, based on different
assumptions about fuel costs. The project crosses a number of technical
fields from building technologies to carbon modelling to economic
costings. Collaborative bids between contractors and/or academic
institutions will be welcomed.
