The Government of the Hashemite Kingdom of Jordan (GoJ) has received a Bilateral Grant under the Economic Reform and Development Program from USAID and administered by the International Bank for Reconstruction and Development (IBRD). It is intended that part of the proceeds of this Grant will be applied to eligible payments under the consulting services contract for which this notice is issued.

GoJ wishes to promote effective private sector participation in infrastructure and utility services within the framework of the Privatization Law (25) of 2000 and has selected Municipal Solid Waste Management for Greater Amman Municipality (GAM) as a pilot project to be implemented under a Public-Private Partnership scheme.

The Executive Privatization Commission is seeking the services of a Consultancy Firm to:

o Develop a long-term strategy for Private Sector Participation (PSP) in Municipal Solid Waste Management (MSWM) in the city of Amman;
o Prepare tender documents for a pilot PSP in aspects of MSWM within GAM.

The Consultancy Firm would likely include at least five individuals with expertise in the following areas:
• Solid waste management and project management,
• Financial analysis;
• Private-sector participation/public-private partnerships;
• Communications strategies;
• Sociology

The proposed Consultancy Firm may include individuals that can take on dual roles and may propose additional individuals with relevant expertise.

The Executive Privatization Commission now invites eligible Consultancy Firms to indicate their interest in providing the services for the Study Program. Interested Consultancy Firms must submit an Expression of Interest; provide information indicating their qualifications to perform the services under this assignment, for example: brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.

Short-listed Consultancy Firms will be provided with the full Terms of Reference of the referenced assignment to submit their Technical and Financial offers accordingly.

Consultancy Firms will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Expressions of Interest must be delivered by mail, courier or email clearly marked “Expression of Interest - The Development of a Long-Term Private Sector Participation Strategy in Solid Waste Management for Greater Amman Municipality (GAM)” to the address below not later than 17:00 hours on August 11, 2008.
