1. This Invitation for Bids follows the Updated General Procurement Notice for this Project that appeared in dgMarket Online on 8 May 2008 and in the United Nations Development Business On-line on 31 May 2007 (Notice Number WB1834-703/07, Print Ed Issue No.703, 31 May 2007).
2. The Government of Yemen has received a credit from the International Development Association towards the cost of Yemen Rural Access Program and intends to apply part of the proceeds of this Credit to payments under the Contract for the Construction of Akamat Hubaish - Anbiyan. This contract will be jointly financed by IDA and the Government of Yemen.

3. The Ministry of Public Works and Highways Rural Access Project Central Management Office now invites sealed bids from eligible and qualified bidders for the construction of Akamat Hubaish - Anbiyan RR (13.5 km) in Taiz Governorate. The construction period is 18 months.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

and inspect the Bidding Documents at the address given above from 9:00 AM to 2:30 PM
6. Qualifications requirements include:
• Average Annual Construction Turnover of similar to the project cost
• Substantial completion of 1 similar in nature project,
• Availability of liquid assets and/or credit facilities US$220,000
• Availability of the construction equipment,
A margin of preference for eligible national contractors/joint ventures shall be applied.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address above and upon payment of a non refundable fee US$150 or the equivalent in any freely convertible currency, plus the cost of courier for overseas delivery of US$100. The method of payment will be cashier’s check, or direct deposit. The Bidding Documents will be sent by courier for overseas delivery.
8. Bids must be delivered to the address above at or before 11:00 AM, 9 September 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically 11:00 AM, 9 September 2008 in the presence of the bidders’ representatives who choose to attend in person.
9. All bids shall be accompanied by a Bid Security of US$70,000.0 or an equivalent amount in a freely convertible currency bid security must be valid for 148 day from date of opening
