The Government of People's Republic of Bangladesh has received an ODA loan form Japan Bank For International Co-operation (hereinafter refereed to as "JBIC"), in the amount of Yen towards the cost of Small Scale Water Resources Development Project, (Loan No. BD-P57) and intends to apply a portion of the proceeds of the loan to payment under the contract for supply the vehicles (the "Goods").
JBIC requires that bidders and contractors, as well as Government of the People's Republic of Bangladesh, under contract funded with JBIC ODA loan and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts. In pursuance of this policy, JBIC.
a) Will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question.
b) Will recognize a contractor as ineligible, for a period determined by JBIC, to be awarded a contract funded with JBIC ODA Loan if it at any items determines that the executing another contract funded with JBIC ODA Loan or other Japanese ODA.
The Local Government Engineering Department (LGED) now invites sealed bids from the eligible bidders of eligible source countries for the supply of the Goods for the purpose of the Project. Interested eligible bidders may obtain further information of the bid from and inspect the bidding documents at the office of the Project Director, Small Scale Water Resources Development Project, Local Government Engineering Department, RDEC Bhaban (Level-6), Agargaon, Sher-e-Bangla Nagar, Dhaka-1207 Bangladesh Telephone: +(88)-02 8143120, Facsimile: +(88)-02 8143119, e-mail: akazad60@yahoo.com on all working days during normal office hours up to August 31, 2008.
A complete set of bidding document may be purchased by any interested eligible bidder on submission of a written application to the above address and upon payment of a nonrefundable fee of (i) Tk. 3,000.00 (Taka Three thousand) for Bid Package No. LGED/SSWRDP/BD-P57/ICB/G-02 and (ii) Tk. 3,000.00 (Taka Three thousand) for Bid Package No. LGED/SSWRDP/BD-P57/ICB/G-04 only.
All bids must be accompanied by a bid security mentioned in Bangladesh Taka (BDT) or an equivalent amount in a freely convertible currency in the form of Payment Order/bank Draft/Bank guarantee in favor of the "Project Director, Small Scale Water Resources Development Project and must be delivered in accordance with the instruction to Bidders.
Bids will be publicly opened in presence of Bidders or their authorized representatives who choose to attend at 12:15 hours (Bangladesh local time) at the office of the undersigned.
The Project Director, Small Scale Water Resources Development Project, Local Government Engineering Department will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids including cost and expenses related to visit to the site of commissioning of the equipment.
The authority reserves the right to accept any bid, or to accept any part of the bid, or to reject any or all the bids without assigning any reason thereof and in such case no compensation will be entertained.
