SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): National
Savings & Investments (NS&I) is a Government Department and became an
Executive Agency of the Chancellor of the Exchequer in 1996.
As an integral part of the Government's debt management arrangements, NS&I
is responsible for providing cost-effective financing by issuing and
selling savings and investment products to the public.
NS&I is one of the largest savings organisations in the UK, with over 84
billion GBP of investors' money at the end of March 2008 (representing
over 16 % of the National Debt) and annual cash flows in excess of 28
billion GBP.
NS&I is required to maintain effective arrangements for Internal audit,
Internal Audit is required to primarily provide the Chief Executive (the
Accounting Officer and Director of Savings), the Finance and Risk Director
(the Principal Finance Officer) and the Audit Committee with independent
and objective opinions on risk management, control and governance, by
measuring and evaluating their effectiveness in achieving the Agency's
objectives. The Head of Internal Audit is required to submit an annual
opinion to the agencies accounting officer on the adequacy and
effectiveness of the agency's risk management, control and governance
processes.
Many of the services will be to an agreed programme, but there will also
be provision for additional work on a call-off basis against any
subsequent contract arising from this notice.
Any subsequent contract will be for an initial period of 3 years
extendable up to 5 years in total, subject to the right of NS&I to earlier
termination. NS&I reserve the right not to award any contract as a result
of this notice.
Potential service providers should note that currently all NS&I back
office operations are provided by Siemens Information Services (UK) (SIS
(UK)) under a Public Private Partnership (PPP). These operations are
currently carried out at 3 UK sites, Blackpool, Durham and Glasgow with
some non customer facing services carried out in Chennai, India.
Auditing of NS&I operations (other than by the National Audit Office) is
carried out by a combination of NS&I's current internal audit providers,
and SIS (UK) staff, whose work is overseen by the incumbent. Any
successful audit service provider must be able to provide on-site services
at all four UK sites of Blackpool, Durham, Glasgow and London plus
possible visits to Chennai.
Short listed suppliers must be able to demonstrate Audit experience in the
following areas:
Corporate governance.
Business Controls.
IT systems and IT Policy.
Compliance with relevant regulations (including relevant Financial
Services regulations).
Operational processes.
Product Accounts - IFRS.
The supplier must be able to provide evidence of experience of working in
both the Public and Financial services sectors.
