II.1.4) Short description of the contract or purchase(s): Sustainable
Energy Ireland (SEI) is Ireland's national energy authority with a mission
to promote and assist the development of sustainable energy. This
encompasses environmentally and economically sustainable production,
supply and use of energy, in support of Government policy, across all
sectors of the economy. Its remit relates mainly to improving energy
efficiency, advancing the development and competitive deployment of
renewable sources of energy and combined heat and power, and reducing the
environmental impact of energy production and use, particularly in respect
of greenhouse gas emissions.
Under the European Communities (Energy Performance of Buildings)
Regulations 2006, made by the Minister for the Environment, Heritage and
Local Government, SEI has been designated the Issuing Authority
responsible for the implementation of the EU Energy Performance of
Buildings Directive (EPBD) in Ireland. In this capacity, SEI reports to
and liaises with the Department of the Environment, Heritage and Local
Government (DEHLG) and the Department of Communications, Energy and
Natural Resources (DCENR).
The key requirements of the EPBD include:
- Building Energy Rating (BER) newly constructed buildings and existing
buildings, when let or sold,
- Prominent display of a BER in existing large public service buildings,
over 1,000 m²,
- Mandatory inspection of air-conditioning systems,
- Improvement of the energy efficiency of boilers and heating systems,
- Feasibility assessment of alternative energy systems for large new
buildings over 1,000 m².
Key implementation dates for the above provisions in relation to
non-domestic buildings include:
- From 1 July 2008, new non-domestic buildings for which planning
permission is applied on or after this date will require a BER when
offered for sale or rent,
- From 1 January 2009, existing non-domestic buildings offered for sale or
rent will require a BER,
- From 1 January 2009, large public service buildings over 1,000 m² will
require a BER on continuous public display.
OBJECTIVE OF INVITATION TO TENDER.
The objective of this Invitation to Tender is to invite proposals from
suitably qualified individuals or organisations for the provision of
technical expertise on a regular basis in 2008 to augment existing
internal capacity of the EPBD team in the process of development and
implementation of specified aspects of the EPBD. The primary, but not
exclusive, focus of the work will relate to BER in non domestic buildings.
The focus will be on development of the technical systems in relation to
those aspects, as outlined in section 4 of the Action Plan for
Implementation of the EU Energy Performance of Buildings Directive (EPBD)
in Ireland, published in July 2006. This publication is available on the
SEI website at www.sei.ie/epbd
This invitation to tender is issued with a view to forming a panel of up
to 6 individuals or organisations from which expert technical consultancy
in each of the areas outlined below may be drawn as required by SEI.
Consultants will be invited to provide their services on the basis of
particular requirements as they may arise and are matched to the
particular expertise of one or more members of the panel. The total annual
drawdown of contracted professional time over the term of the panel is
expected to be up to 300 days.
OUTLINE OF REQUIREMENTS.
SEI is developing the practical measures required for implementation of
the EPBD including:
- Drafting of Building Energy Ratings (BERs) and related Advisory Reports
on how to upgrade the energy performance of buildings,
- Development of calculation / survey procedures and systems required in
relation to BER assessment,
- Development of assessment and inspection procedures and other measures
for practical and cost effective improvement in the efficiency of boilers/
heating systems and air-conditioning systems,
- Determination and specification of qualifications, training and quality
assurance for BER assessors and building services inspectors in
consultation with relevant training authorities and professional bodies,
- Development, maintenance and upgrading of centralised national data in
relation to buildings rated and facilities inspected pursuant to the EPBD,
- Facilitating the feasibility assessment of alternative energy systems
for large new buildings over 1 000 m²,
- Publicity / promotional measures to promote awareness of the
requirements of the EPBD, and consultation with interested parties on
implementation issues.
SEI is also responsible for active representation of Ireland in relevant
EU fora, particularly the EPBD Concerted Action project
(http://www.epbd-ca.org )which serves as a resource for researching and
evaluating comparative approaches and experiences in relation to priority
aspects of the EPBD. Within that project, SEI is the leader of Core Theme
3, 'Specifications and training requirements for experts and inspectors',
addressing matters relating to Article 10 of the Directive. In that
capacity, there is a requirement for a person to be appointed in the role
of Technical Assistant to the theme leader. This is expected to entail up
to 30 working days during 2008 in preparing working and guidance
documents, attending meetings, and convening and liaising with specialist
working groups.
SEI also requires consultancy advice in relation to design and development
of new programmes to underpin/reinforce implementation of BER in the
residential sector. Programmes may be advisory in nature and/or grant
related.
The main focus of the present Invitation to Tender is on provision of
support during 2008 to SEI in developing the technical, human and
administrative systems for timely implementation of aspects of the EPBD
and its wider implications relating to the following:
(a) BER in non domestic buildings at the point of construction, sale or
rental;
(b) BER in large public buildings for continuous display;
(c) inspection of air conditioning systems;
(d) promoting the energy efficiency of boilers and heating systems;
(e) providing the Technical Assistant role to the leader of Core Theme 3
in the EPBD Concerted Action project;
(f) Consultancy support on design and development of
underpinning/reinforcing programmes.
The approaches proposed for implementation of items (a) to (d) in Ireland
are broadly aligned with the corresponding approaches published by the UK
authorities in relation to their jurisdictions of England & Wales and of
Northern Ireland.
Deliverables.
The work of the panel of technical experts will include:
- Development of building energy performance calculation methodologies,
associated building survey methodologies and documentation of associated
procedures,
- Designing BER labels and advisory reports,
- Design and implementation of calculation software,
- Documentation, piloting and review of proposed approaches,
- Development of assessment and inspection procedures and other measures
for practical and cost effective improvement in the efficiency of boilers/
heating systems and air-conditioning systems,
- Determination and specification of qualifications, training and quality
assurance for BER assessors and building services inspectors in
consultation with relevant accreditation bodies, training authorities and
professional bodies,
- Development, maintenance and upgrading of centralised national databases
in relation to buildings rated and facilities inspected pursuant to the
EPBD,
- Facilitating the feasibility assessment of alternative energy systems
for large new buildings over 1 000 m², including the commissioning of
software for design teams.
It will also include support to SEI in the process of consulting with
interested parties on specific implementation issues, and in relation to
publicity / promotional measures to promote awareness of the requirements
of the EPBD.
One member of the panel will be assigned to act in the role of Technical
Assistant within the EPBD Concerted Action project as set out above. This
is expected to entail around 40 working days per annum.
The persons or organisations appointed to the panel of technical experts
will be expected to provide support to SEI programme personnel on a
regular weekly basis over the course of 2008, to a schedule to be agreed.
It is preferable that a significant proportion of such expertise is
supplied through a regular presence of the appointed experts working
closely with SEI personnel at the SEI offices. In addition to such
scheduled work, further work may also be required on an ad hoc basis.
