It is mandatory that bidders include in the technical portion of their proposal the certification found in Appendix “B”, properly completed and signed, which declares that the company is an Aboriginal firm and meets the requirements of the Aboriginal Business Set-Aside (ABSA) program. Furthermore, in the case where the company has six or more full-time employees, the certification in Appendix “C” must be completed for each full-time aboriginal person in the firm.

This requirement is for the department of Health Canada.


Title: “Involving Aboriginal Peoples in Contaminated Sites Management - A Guide for
Site Managers”

Introduction: Health Canada is identified as an Expert Support Department with the Federal Contaminated Sites Action Plan (FCSAP). Part of Health Canada’s roles and responsibilities within FCSAP is to provide public involvement guidance related to contaminated sites to federal departments with custody of contaminated sites throughout Canada.

Aboriginal Peoples are important stakeholders in contaminated sites management. Canada’s Aboriginal community is as varied as it is distinct, featuring a myriad of cultural, political and social factors shaping Aboriginal Peoples’ perspectives. The ability of federal custodial departments to understand Aboriginal cultural, political and social realities and to involve Aboriginal Peoples meaningfully is essential to managing a contaminated site successfully.

The Contractor will develop a public involvement Guidance Document, for use by all federal departments, containing practical information and approaches for effectively involving Aboriginal Peoples in the contaminated sites management process.

The Guidance Document must be based on the “Involving Aboriginal Peoples” training session delivered by Health Canada’s Contaminated Sites Division and complemented by relevant external information and materials.


Estimated Value: The total value of any contract(s) emanating from this RFP shall not exceed
$ 25,000, including travel and living expenses (if applicable) and all applicable taxes.


Ownership of Intellectual Property:The Crown will own Copyright. The primary purpose of the proposed contract is
to develop a Guidance Document to be delivered publicly. Section 6.4 of the Treasury Board Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts stipulates that the Crown may retain copyright :
6.4 where the main purpose of the Crown Procurement Contract, or of the deliverables contracted for, is :
6.4.1 to generate knowledge and information for public dissemination


Security Requirement:It is a condition that, prior to performance of any obligation under any contract resulting from this RFP, the Contractor and sub-contractors and their employees assigned to the performance of such contract will be security cleared by the federal government at the enhanced reliability level.

Mandatory Requirements: Identify the mandatory criteria for the requirement.
M1. A professional public involvement practitioner with at least 5 years of practice in planning, implementation and evaluating a variety of public involvement techniques in a contaminated site context.
M2. One or all individual members of the project team must possess at least three (3) years of practice in public involvement with Canada’s Aboriginal Peoples in a contaminated sites context.
M3. One or all individual members of the project team must demonstrate previous experience designing and developing professional guidance documents.
