The United States Government Accountability Office (GAO) intends to issue a proposed award under other than full and open competition to The Corporate Executive Board for a base year with four (4) option periods for Corporate Leadership Council (CLC) membership. The Human Capital Office (HCO) has made use of this membership to identify key human capital metrics, benchmark succession planning and mentoring practices, and evaluated different strategies to meeting various human capital needs. GAO analysts also use the information in GAO�s mission human capital work in support of the Congress. The membership also allows GAO staff working on engagements access to up to date best practice research. GAO has identified human capital management as a high risk area for all the federal government. GAO�s membership with the Corporate Leadership Council supports GAO�s role as a leader in strategic human capital management and directly contributes to GAO�s goal of being a model federal agency and a world-class professional services organization. CLC Membership provides GAO managers and staff access to a broad range of best practice research and tools on strategic management and business performance issues faced by public and private sector organizations. CLC membership includes unlimited access to human capital-related research results and customized research services; benchmarking and decision support tools; networking with CLC�s member organizations; and participation in meetings and teleconferences on emerging human capital and business issues. Through this membership, GAO mission support employees may access a vast array of data and other tools to assess ways for continuously improving the human capital services we deliver to GAO managers and staff. There are no other companies or individuals known to provide similar services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22. END
