The Volpe National Transportation Systems Center (Volpe Center) intends to negotiate on a sole source basis under the statutory authority of 41 U.S.C. 253(c)(1), and FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements, a contract with the University of Cincinnati (UC), Ohio, College of Medicine. The Volpe Center has a need for supporting the development of a Libby site-specific Reference Concentration (RfC) for use in preparing a site-specific Baseline Risk Assessment (BRA) for the Libby Superfund Site (Libby, Montana). To provide this support in developing this RfC, the Volpe Center requires the contractor to: (1) Obtain and review the extensive exposure-response information collected by the University of Cincinnati (UC) on Libby vermiculite exposed workers at The Scotts Company, LLC (formerly O.M. Scott and Sons Company), in Marysville, OH. The required worker exposure-response information was compiled and generated from two prior studies that were conducted by UC (original studies conducted in 1980; follow-up studies conducted in 2005); (2) Update the UC exposure data set to include new post-1980 worker data, recently supplied by The Scotts Company; (3) Obtain and compile health information on former workers in order to further update the UC exposure data set; (4) Develop new worker exposure estimates based upon all available exposure information. The applicable North American Industry Classification System (NAICS) code for this requirement is 611310 and the small business size standard is $6.5 million. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms must submit, to the above named point of contact, a maximum of three, but not less than two pages addressing their capabilities, and providing clear and convincing evidence of the firm?s capability to meet the screening tool?s required criteria identified above. Written capability statements must be submitted to be received no later than 4:30 pm E.S.T August 7, 2008. This proposed action is for research and development for which the Government intends to solicit and negotiate with only one source under the authority in FAR 6.302-1. All responses to this Notice, including Statements of Capabilities, must be in writing, and may be transmitted by either postal or electronic mail. Responses received after fifteen (15) calendar days from the synopsis date or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
