INTERNATIONAL TECHNICAL ASSISTANCE ON REVIEWING THE STANDARDS OPERATING PROCEDURES (SOP-S)

The Government of Albania has received a credit from the International Development Association (IDA) towards the cost of the Avian Influenza Control and Human Pandemic Preparedness and Response Project. The objectives of the project are to strengthen the country's capacity to prevent the spread of avian influenza among poultry, to prevent the transmission of avian influenza from birds to other animals and humans, and to prepare for a potential pandemic of Avian Flu transmissible between humans. The Government of Albania has received a PHRD Grant and intends to apply part of the proceeds of this Grant to payments under the contract for the Consulting Services for the “International Technical Assistance on reviewing the Standard Operating Procedures (SOP-s)

Within the framework of the overall objective of the project, in relation to the Human Health component, and with particular reference to Human Health Capacity Building, the Terms of Reference for the International Short-Term Consultant to deal with (i) isolation practices in healthcare facilities, (ii) correct use of personal protective equipment, (iii) waste management and (iv) other infection control related actions.

Advice and guidance from the perspective of infection control is needed during the process of refurbishment of the Intensive Care Unit of Mother Theresa Hospital to make sure that the project investments are compliant with evidence based practices. Technological circuits and health care manipulations related to patient care should minimize the risk of nosocomial infection and ensure the safety for the medical personnel involved in care of the patients.

The other objectives of this assignment are to (v) build up the capacity of the National Influenza Laboratory (NIL) through the establishment of Standard Operational Procedures, (vi) strengthen the capacity of the IPH and regional epidemiological investigation and response teams through the training/retraining as part of SOP-s.

Main Tasks and responsibilities


ToR – Reviewing of SOP-s

1. To review, in close collaboration with the Albanian institutions such as Ministry of Health, Institute of Public Health, Ministry of Agriculture, Institute of Food Safety and Veterinary Research, Ministry of Environment, Ministry of Interior and Emergency Operations Unit and other relevant institutions in the country such as WHO and UNICEF country offices, the AI contingency plan and other related documents in Albania. Follow WHO and CDC guidelines prepare desk review of existing guidelines before visit to Albania and assure that the SOPs are in line with international best practice, and they are adjusted to Albania circumstances. The review will clearly observe and make evident and report the nature of the existing key issues of SOP-s to be developed.
2. To identify the key issues of SOP-s to be developed
3. To align the existing (if any) with WHO/CDC and develop if missing the training materials as part of SOP.
4. To prepare in collaboration with Albanian specialists the short term objectives of trainings on AI (Year 2009) with detailed training plan, costs and defined priority target audience.


The Consultant will be engaged under a short-term contract to provide support to the project’s human health component for an aggregate period of 40 working days, in period from September 2008 to March 2009.

The Consultants’ qualifications and experience required for this position are as below:

The consultant should:

• Experience in epidemiology and infectious diseases control (possible experience with Avian Influenza)
• Should have experience on programs regarding infective diseases control and particularly hospital infections control in developing countries.
• Experience in capacity building, academic involvement and developing training materials for AI and have developed guidelines or publications on hospital infections control in the country of origin or abroad.
• Should have international experience and taken part on programs regarding infective diseases control and particularly hospital infections control.
• Experience on implementing public health programs and infections diseases control and prevention in Balkan region. Previous experience in Albania is preferred.
• Position of a focal point or part of a national program of hospital infections control is an advantage.
• Good communication skills and be a team worker
• Should have a good command of English

The Avian Influenza Control and Human Pandemic Preparedness and Response Project now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, experience in similar conditions, general qualifications, references, etc).

An individual consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Section V).
