The Regional Blood Transfusion Centers Project - Credit No. 3631VN
Procurement Plan No.3 2007: Procurement of Medical Equipment Lots 12,13,21,23,24, 3t, 43
IFB No. ICB-PP3-MEQ-5

1. This invitation for bids follows the general procurement notices for this project that appeared in Development Business. issues No 565 dated August 31, 2002. No.
631dated May 31 ,2004, NO.551 dated March 31, 20OS. No. 677 dated April 30. 2006 and No. 699 dated 23 March, 2007.
2. The Government of Vietnam has received a credit from the International Development Association toward the cost of the Regional Blood Transfusion Centers
Project, and it intends to apply part of the proceeds of this credit to payments under various contracts for supply of Medical Equipment.
3. The Project Management Unit (Regional Blood Transfusion Centers Project) now invites sealed bids from eligible bidders forthe supply of Medical Equipment
under seven (7) lots:

Lot 12:Automatic Apherasis Systems (01 Item)
Lot 13:Automatic Cell Processors (01 item)
Lot 21: Blood BagTube sealers, multi-head (01 item)
Lot23: Blood Bag Mixers (01 item)
Lot 24:Automatic Blood Component Extractors (01 item)
Lot 31: Donor lounges (02 items)
Lot 43: Platelet Storage Cabinets (02 Items)

The bids can be submitted for one or any number of lots but a bid has to cover all items and full quantities in the lot or lots offered.

Delivery schedule for each lot and item is latestln 12 weeks (Incolerm CIP) from the contract signing date.
To be qualified for award of the contract, the bidder shall have at teast 3 years experience in supplying equipment similar to those in the lot offered and shall have completed at least 2 contracts of similar type, magnitude and equipment within the last 5 years. The requirements for the bidder regarding his average annual turnover and liquidity/access to credit vary from lot to lot and are the following U.S.Dollar equivalents:

Lot - Average annual tumover of last 5 years equivalent to at least USD - Liquid assets/Access to credit equivalent to at least USD:

12 - 1,300,000 - 850,000
13 - 300,000 - 200,000
21 - 190,000 - 130,000
23 - 1,200,000 - 800,000
24 - 1,900,000 - 1,300,000
31 - 1,200,000 - 800,000
43 - 550,000 - 370,000

In case the bidder is successful in a number of lots so that his turnover and/or liquidity do not meet the total required for the concerned lots, he may be awarded the
contracts, in the order the awardssre made, until the accumulated amountsofthepe qualification requirements are not anymore met.
4. Govemment-owned enterprises in Vietnam may participate only if they are legally and financially autonomous. if they operate under commercial law and if they are not a dependent agency of the Ministry of Health.

5. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank's Guidelines: Procumment under IBRD Loans and
IDA Credits, published in January 1995 and revised in January and August 1996, September 1997 and January 1999 and is open to all bidders from eligible source
countries as defined in the Guidelines. Preference for domestically manufactured goods as defined in the Guidelines shall be applied in this procurement.

6. Interested eligible bidders may obtain further information from The Project Management Unit (Regional Blood Transfusion Centers Project) (e-mail:
tttmhanoi@hn.vnn.vn) and inspect bidding documents at the address given below from 900 AM to 1600 PM, Monday to Friday.
7. A complete set of bidding documents in English may be purchased by interasted bidders on the submission of a written application to the address below and upon
payment of a nonrefundabie fee of VND 850,000 or US$50. The document is available frorn August 04,2008 and can be collected from the address given below or will be on request sent by regular mail. The documents may also be sent using international courier upon receiving advance payment of US$50 for the courier fee.
The method of payment will be by certified check made payable to the Regional Blood Transfusion Centers Project. or prior deposit into our bank account as follows:

8. Bids must be delivered to the address below at or before 10-00 AM on September 15, 2008. All bids must be accompanied by a bid security of a minimum of two
percent (2%) of the value of bid amount or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the
bidders' representatives who choose to attend in the 5- floor meeting room of the Project Management Unit at the address below five minutes after the deadline for
submission of bids.
