Consulting Services for Consultant Company to Carry out the Detailed Design for the New Diagnostic Veterinary Laboratories at the IFSV

This is the Re-advertising of the Announcement for Consulting Services to carry out the detailed design for the New Diagnostic Veterinary Laboratories, published in dgMarket online on 22 July 2008. The deadline for submission of Expression of Interest has been extended to September 5, 2008.

The Government of Albania has received a Credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit to payments under the contract for Avian Influenza Control and Human Pandemic Preparedness and Response Project consulting assignment to provide services for to develop detailed designs for the construction of the new Animal Diseases Diagnostic Laboratories (Virology + Bacteriology sections) into a diagnostic facility to meet (i) bio-safety level 2 (BSL 2) for the entire laboratory.

The Consultant’s company main tasks would include, but not limited to:

1. Preliminary designs for consultation with the client and, subsequently, final detailed designs and construction blueprints.
2. An estimate of the detailed bill of quantities and technical specifications for the construction works and standard electro-mechanical equipment in accordance with the Government of Albania and the World Bank.
3. Provide a complete set of appropriate documentation to support issuance of tender for the construction work in accordance with the Government of Albania and the World Bank.

The Avian Influenza project, now invites eligible companies to submit expressions of interest in providing the services. Interested companies must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

1. The Consultant company should have at least 5 years of experience in the area of design and construction and at least 3 similar assignments in designing hospital/medical health facilities.
2. The Consultant company should identify its team and provide CVs of technical experts in the following areas of expertise:
a. One licensed architect with at least 10 years of experience in the design and at least 3 similar assignments in designing hospital/medical health facilities, in one of which he/she should have been team leader.
b. Civil Structural Engineer/s with at least 7 years of professional experience in construction. Experience in design of hospital and/or laboratory buildings will be an advantage.
c. One licensed mechanical engineer
d. One licensed electrical engineer
e. One licensed hydro-technical engineer
f. One licensed works/civil engineer

If the Consultant is a joint venture firm, all of the parties shall be jointly and severally liable (either with domestic firms and/or with foreign firms) to the Client for the fulfillment of the provisions of the Contract and shall designate one party to act as a leader with authority to bind the joint venture firm. The composition or the constitution of the joint venture shall not be altered without the prior consent of the Client.

A consultant will be selected in accordance with the procedures set out the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004, Section III, paragraph 3.5. The selection method will be Least Cost Selection (LCS).
