Nature of Requirements:
To provide Engineering, Logistics and Management Support and
Services (ELMS) for the Ship Design Group and from time to time
other Director General Maritime Equipment Program Management
(DGMEPM) groups of the Department of National Defence (DND) to
conduct the option analysis and studies, to support the
development of system requirements, statements of work and
proposal evaluation schemes and to review project deliverables
related to the Canadian naval fleet. ELMS will be for an
initial period of three (3) years with an option to extend by
three (3) additional periods of two (2) years and one (1)
additional period of one (1) year. Multiple contracts will be
awarded and tasks will be issued.

The evaluation criteria are made of both mandatory and point
rated criteria. The selection method is based on minimum
responsive combined rating of technical merit and price with 70%
on technical merit and 30% on price.

The project business volume will be distributed among the
pre-qualified Contractors.

Canada will commit funding based on tasks sent to each
Contractor.

The Contractor's selection is performed as per task, either on a
sole source basis for tasks below $25,000.00, on a lowest
compliant basis for tasks between $25,000.00 and $150,000.00 or
on best value for tasks above $150,000.00, task best value will
be determined by the highest combined rating of technical merit
and price with 70% of the points on technical proposal and 30%
of the points on cost proposal.

The project is subject to a national security exception. The
project contains a security requirement.

The Bidder must provide a team comprised of one (1) Project
Manager, one (1) Senior Naval Architect Engineer, one (1) Senior
Marine Systems Engineer, one (1) Intermediate Naval Architect
Engineer or Intermediate Marine Systems Engineer, one (1) Junior
Naval Architect Engineer and one (1) Senior Naval Architecture
Technologist or Senior Marine Systems Technologist.

The Bidder must have completed a preliminary design, a
construction contract design or a detailed design for a 500
tonne displacement naval ship or commercial vessel within the
last ten (10) years.

The team of the Bidder should be completed by optional personnel
comprised of one (1) Senior Electrical Engineer, one (1) Senior
Combat Systems Engineer, one (1) Intermediate Naval Architect
Engineer or Intermediate Marine Systems Engineer, one (1)
Intermediate Combat Systems Engineer, one (1) Junior Marine
Systems Engineer, one (1) Junior Combat Systems Engineer, one
(1) Senior Naval Architecture Technologist or Senior Marine
Systems Technologist, one (1) Junior Naval Architecture
Technologist, one (1) Junior Marine Systems Technologist, one
(1) Draftsperson and one (1) Clerical.

The team of the Bidder should also be completed by optional
resources comprised of one (1) Human Systems Integration
Specialist, one (1) Material Science and Metallurgical
Specialist, one (1) Life-Cycle Management Specialist, one (1)
Procurement Specialist, one (1) Heavy Electric Specialist, one
(1) Availability Reliability Maintainability Specialist, one (1)
Electronic Communications Specialist, one (1) Information
Technology (IT) Integration Specialist, one (1) Maritime
Helicopter Operations Specialist, one (1) Occupational Health
and Safety Specialist, one (1) Marine Cargo Transportation
Specialist, one (1) Radar Specialist, one (1) Acoustic
Specialist, one (1) Arctic Operations Specialist, one (1)
Icebreaker Design Specialist and one (1) Small Boat Design
Specialist.

The Crown retains the right to negotiate with suppliers on any
procurement.
