RFI - Voice Response System

Elections Canada (EC) is an independent agency reporting to Parliament and is responsible for conducting federal electoral events – general elections, by-elections and referenda. Its mandate is to help Canadians exercise their right to vote. It aims to make voting as accessible as possible, by reaching out to all potential voters through the creative use of technology.
The Voice Response System (VRS) is one critical component of Elections Canada’s, multi-modal Voters Information System (VIS). The current hosted managed service contract for the VRS is to expire at the end of 2009.
The purpose of this RFI is to advise all interested managed service providers that Elections Canada (EC) intends not only to continue the existing VRS services as an outsourced service but also to enhance the VRS with new additional applications or complimentary services.

Through this RFI process, Elections Canada is also seeking an update from vendors on the advancements in speech recognition technologies, its disposition within the context of a converged communications environment and information on the deployment of applications that may assist EC to enhance its service mandate to electors, candidates, political representatives and EC employees.
