SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-India: support to the public private partnership (ppp) technical
secretariat in Orissa.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The objective
of the proposed Technical Assistance is to build capacity within the
Government of Orissa for increased public private partnership (PPP) in
infrastructure development and service delivery, especially Health and
Education, in line with the objectives of the IPR (Industrial Policy
Resolution) 2001. The broad scope of work for the support will include:
provide technical support to the PPP Secretariat in the Planning &
Coordination department, evaluation and close deals of the PPP proposals
received from the departments, interaction with the user departments for
creating larger shelf of PPP projects and explore approaches to PPP in the
education, health and skill development. The Orissa PPP program has been
one of the greatest successes of DFID's assistance to Orissa under the IPR
program. Not only has the profile of the state for PPP investment improved
dramatically, there have been high profile PPP deals, such as, commercial
complex, IT Park in Bhubaneswar and Rourkela, Housing complex for poorer
sections and others. Critically a PPP Policy has been notified and a PPP
institutional arrangement has been instituted. However there are many
challenges most critical of them is to strengthen the institutional
arrangement. In the absence of support to implement the arrangement
envisaged in the Policy the institutional arrangement might not sustain.
The benefits from this have to be reaped by the state by broad basing PPP
to Health and Education. This would require innovation at a significant
level since there are few examples of successful PPP programs in these
sectors. Full details are available in the Terms of Reference.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Prices are not
required at Expression of Interest stage.However, when required, prices
must be quoted in Indian Rupees (GBP for non-Indian bidders)and all
payments under the contract will be made in Indian Rupees (GBP for
non-Indian bidders). Payments will be cleared from DFID's India Office.
DFID reserves the right to annul the process and not to award the
contract.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Accelerated restricted.
Justification for the choice of accelerated procedure: Urgency as the
project comes to a close on 31st March 2009.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 4. Maximum number: 7
Objective criteria for choosing the limited number of candidates:
Expressions of Interest (EOIs) must demonstrate the consultancy team's
qualifications, experiences and abilities in the following areas: 1.
Extensive experience in policy and practice and record of successes in
attracting and structuring PPP in infrastructure development/service
delivery across sectors.
2. Proven track record of working effectively with national and state
governments to implement PPP projects.
3. Demonstrated experience of working in India or the region on PPP
projects.
4. Proficiency in developing project proposals for PPP Projects.
5. Track record in documentation and managing competitive bid processes
for PPP and development of model concession agreement.

IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Expressions of Interest (EOIs) must be
submitted by email to capas@dfid.gov.uk , using the Application Form
available here. The Terms of Reference and other reference documents can
also be found here. EOIs must contain a Capability Statement of no more
than six A4 pages demonstrating evidence of relevant skills and experience
as outlined in the Application Form and at Section IV.1.2 above. Abridged
CVs of not more than two A4 pages for each key person should also be
included. CVs can be submitted in addition to the six pages Capability
Statement. DFID procurement policy stipulates that consultants who are
involved in any capacity in the design of a project cannot compete for the
implementation phase. Design includes feasibility studies, drawing up
terms of reference for the implementation phase, pre-appraisal and any
other preparatory work for the project. Following assessment of EOIs DFID
will invite short-listed applicants to submit full technical and
commercial proposals. The contract will be let for up to six months, with
the possibility of extension for up to a further six months. From 1 April
2001, all UK development assistance has been fully untied, which allows
suppliers from anywhere in the world to bid for DFID contracts. DFID will
not reply to any Expressions of Interest unless short-listed for
Invitation to Tender.
