establishment of framework agreements to supply Commercial Vehicles
together with other specialist vehicles and equipment in 7 Lots as
indicated in section 11.1.8 below.
The frameworks will be multi-contractor frameworks allowing for
mini-competitions for selecting suppliers of particular vehicles and
equipment.
The Contracting Authority reserves the right to use a reverse auction.
Suppliers can apply for all or any of the Lots. The Framework Agreement
will run for four years.
Whilst every effort has been made to consider the full scope of the
requirement the Council does not guarantee that the list of vehicle types
is exhaustive or guarantees the volume of vehicles required resulting from
this tender or that it will accept any tender on completion of the tender
exercise.
In the interests of efficient public procurement, the contracts will be
accessible (by agreement) to other Local & Regional Authorities within
Hampshire. These will consist of District, Unitary and Borough Councils
within Hampshire and other neighbouring counties, members of the Central
Buying Consortium (CBC) as listed here

The Contracting Authority undertakes to use reasonable endeavours to hold
confidential any information provided in the proposal submitted, subject
to the Contracting Authority's obligations under law, including the
Freedom of Information Act 2000. If the applicant considers that any of
the information submitted in the proposal should not be disclosed because
of its sensitivity then this should be stated with the reason for
considering it sensitive. The Contracting Authority will then consider the
sensitivity statement before replying to any request received under the
Freedom of Information Act 2000.
Tender documents or notice of non-acceptance, as appropriate, will be sent

When executing the contract within the United Kingdom, the successful
supplier will be required to comply with the recommendations of the Code
of Practice for Employment, published by the Equalities and Human Rights
