The Council intends that the new system and associated change management programme will act as a catalyst for major transformational change in the way that the Council conducts its business. The housing management system must include and not be limited to Property and Tenant/Customer Records, Rent Accounting, Rent Arrears and Debtor Management, Service Charges,Voids, Waiting List, Allocations and Mutual Exchanges, Homelessness, Right to Buy/Asset Sales and Use of Land, Tenancy Enforcement, Responsive Repairs,S20 Notices, Major Repairs and Cyclical Works, Servicing, Works System, Estate Management, Supported Housing and Reporting Function. The software must be capable of integrating with other relevant software within the Council, including but not limited to FIMS Powersolve, Civica ICON cash receipting system, Giro Bank Swipe Cards, IBS Revenues and Benefits version 3.81.06, Abitras Home Select CBL, Anite Waiting Lists, Homelessness EASC, CAPS UNIForm Gazetteer, Anite EDMRS, Novell Groupwise, ArcGis ESRI, LA Core, IBACS Direct Debit, Planet QS and SAPS.
