Sources Sought Synopsis

The 95th Contracting Squadron (95CONS) is seeking potential sources capable of performing maintenance and repair to include personnel, tools, supplies, and equipment necessary to inspect, maintain and repair vehicle arresting barrier and bollard systems located at Edwards AFB CA. The contractor shall provide on-site quarterly/annual inspection/preventive maintenance and authorized emergency and routine repair service. Performance under any resultant contract shall be in accordance with industry/commercial practices as well as all local, State, and Federal regulations. The North American Industry Classification System (NAICS) number for this effort is 811310. It is anticipated that a firm fixed-price contract will be awarded. Contract award is estimated to take place September 2008. Source Selection procedures can be found in Federal Acquisition Regulation (FAR) Subpart 15.3-Source Selection, Air Force FAR Supplement (AFFARS) and the Air Force Materiel Command FAR Supplement (AFMCFARS) thereto. These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil and will be used to obtain the best value for the Government for this acquisition. In using the best value approach, the Government will award to an offeror who gives the greatest confidence that they will best satisfy our requirements in an affordable manner. The draft Performance-Based Work Statement (PWS) and draft Request for Proposal (RFP) will be posted incrementally on the internet at: http://www.fedbizopps.gov. This synopsis constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. Interested vendors should provide information detailing company's capabilities of performing maintenance and repair of bollard and barrier systems type services. This synopsis is for planning purposes and market research only, and does not constitute a solicitation for bids/proposals. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. Prospected vendor must provide proof of registration through the Central Contract Registration (CCR) and Online Representations and Certifications Application (ORCA). If claiming small business status, verification of such status must be identified in the company's CCR and ORCA registration. The Government will not pay for any information submitted in response to this announcement.

5352.201-9101 OMBUDSMAN (AUG 2005)

(a) An ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party.

(b) Before consulting with an ombudsman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timeliness for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Douglas P. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
