PRESOLICITATION NOTICE FOR AMBULANCE/WHEELCHAIR VAN SERVICESThe Department of Veterans Affairs, VISN 1 is soliciting proposals to provide ambulance services and wheelchair van services for beneficiaries of the Department of Veterans Affairs Medical Center (VAMC) Manchester, 718 Smyth Road, Manchester, NH, 03104, for a one base year period, with four one-year options to be exercised at the discretion of the government. It is anticipated the base year will be for the period October 1, 2008, through September 30, 2009. Requirement will include the furnishing of all personnel and equipment to provide emergent and non-emergent, basic and advanced life support ambulance services and wheelchair van services, twenty-four (24) hours per day, three hundred sixty-five (365) days per year, to eligible VA beneficiaries. All responsible sources may submit a proposal which shall be considered by the agency. Proposals will be evaluated on the technical evaluation factors contained within the solicitation. The Government anticipates award of a commercial item contract to the responsible offeror whose offer provides the best value to the Government. This is a Firm Fixed Price contract and the acquisition is unrestricted for Full and Open Competition. NAICS code: 621910, size standard: $6.5 million. It is the VA's intent to solicit offers and award one contract on a competitive basis. All offerors shall be registered with the CCR database at www.ccr.gov to be considered for an award. This requirement is subject to the availability of funds. The Solicitation should be available on or before July 28, 2008 at www.fedbizopps.gov, with proposals due approximately August 29, 2008. Any amendments issued to this solicitation will also be available at the URL address and offerors are responsible for obtaining any/all amendments issued.
